Job Description

Senior Cost Manager to join the team working in KSA, a revolutionary urban development project. This role requires a professional with a minimum of 10 years of experience in cost management on large-scale, complex infrastructure or mega-projects.

Key Responsibilities
  • Project Cost Control: Develop, implement, and manage comprehensive cost control systems, including budgeting, forecasting, and earned value management across various work packages for The Line project.
  • Budget Management: Establish and manage the overall project budget, ensuring robust financial governance and alignment with project scope and schedule.
  • Cost Reporting & Analysis: Prepare detailed, timely, and accurate cost reports, variance analysis, and cash flow projections for project stakeholders and senior management.
  • Risk Management: Identify, assess, and manage cost-related risks, developing mitigation strategies and managing the project contingency budget.
  • Contract Administration: Oversee cost-related aspects of contract administration, including managing variations, claims, and final account settlements with contractors and suppliers.
  • Team Leadership: Mentor and lead a team of cost professionals, fostering best practices and ensuring consistent application of cost management procedures.
  • Stakeholder Communication: Serve as the primary point of contact for cost matters, effectively communicating financial status and recommendations to internal teams, external consultants, and NEOM leadership.
Qualifications & Requirements
  • Experience: A minimum of 10 years of progressive experience in cost management, quantity surveying, or commercial management, with significant exposure to major civil, infrastructure, or vertical construction mega-projects. Experience in the Middle East is highly desirable.
  • Education: A Bachelor's degree in Quantity Surveying, Construction Management, Engineering, or a related field. Professional certifications (e.g., MRICS, PQS, or equivalent) are essential.
  • Skills: Expertise in cost estimating software, project management information systems (PMIS), and advanced proficiency in financial modeling and data analysis.
  • Aptitude: Proven ability to operate effectively in a fast-paced, complex, and culturally diverse environment, demonstrating strong leadership, commercial acumen, and negotiation skills.
