Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary:

Administers large complex contracts. Maintains a continuing review of the progress of each contract and provides management with information regarding any financial, legal or technical difficulties. Prepares change order and amendments, negotiates with contractors and customers to obtain settlement.

This position is designated as Single Status only

Major Responsibilities:

Subcontract Management

  • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
  • Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement
Major Responsibilities:

Subcontract Formation

  • Conforms and ensures subcontract execution
  • Directs negotiation in the commitment of subcontracts
  • Develops and issues subcontracts and services agreements as assigned
  • Prepares bidders’ lists and pre-qualifies bidders
  • Forms bid request packages and issues bid request packages to approved bidders
  • Coordinates bidders’ questions and answers to those questions
  • Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance with established procedures
  • Prepares subcontract documents for execution
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules
Education and Experience Requirements:
  • University degree in Business, Engineering or related field.
  • 8 to 10 years relevant experience in the post award administration of contracts.
  • Experienced in lump sum, unit price and cost plus type contracts.
  • Experienced in construction, design, services and O&M forms of contracts.
  • Understanding of law, negotiations, or cost engineering.
  • Excellent communication, presentation and interpersonal skills required.
  • Organized in documenting and record keeping.
  • Adaptability to differing cultures and environments.
  • Ability to represent department in cross-functional meetings.
Required Knowledge and Skills:
  • Advanced degree in business, law or quantity surveying.
  • Familiarity and understanding of KSA government procurement law.
  • Contract formation and/or claims experience.
  • Ability to draft and/or revise contract T&Cs.
  • Intermediate to expert knowledge of contracting regulations, policies and practices.
  • Specialized courses or experience in pricing, contract law, negotiations and accounting.
  • Experience in developing and recommending potential solutions to contractual problems to management.
  • Proficiency in administration of large, complex contracts, including assessing and resolving claims.
  • Current/prior Middle East and/or international experience.
  • Previous experience on integrated project(s) with a client.
  • Training and/or mentoring skills.
  • Flexibility in adjusting to workload and priorities.
  • Well organized and good at documenting trends, process changes, procedures.
  • Comfortable interacting in a multi-national team environment.
