Job summary

About EY Financial Sustainability and Spend Efficiency (FSSE) Services

EY FSSE practice supports global EY client‑serving teams with their Financial Sustainability and Spending Efficiency functions in Government and Public Sector (GPS), including multiple financial services, spend reviews, Non‑oil Revenues, Procurement, Local Content and many other solutions across the MENA region.

Key Responsibilities
1. Projects Responsibilities
  • Lead projects to establish, activate, and uplift spending‑efficiency units with governmental entities, this includes but is not limited to:
  • Design / Enhance the operating model of the Spending Efficiency unit, detailing the functions and KPIs to comply with the authorities’ requirements.
  • Developing and implementing financial sustainability strategies.
  • Conduct financial analysis, budget and spend review, suggest improvement initiatives with implementation road‑maps.
  • Analyze the full procurement cycle.
  • Increase spending‑efficiency awareness, and develop plans to institutionalize the spending‑efficiency practice for the client.
  • Identify CAPEX & OPEX challenges and recommend solutions to reduce spends based on best practices.
  • Identify opportunities for cost savings and efficient resource allocation and impact analysis.
  • Work alongside senior management on financial sustainability and spending‑efficiency programs that will help drive the performance of client businesses through delivery of critical projects.
  • Develop all required project documents (such as project plan, project charter, resources plan, progress reports, etc.) and ensure all deliverables are submitted within required quality standards and according to the agreed deadline.
  • Ensure projects are delivered within the required budget and are accountable for billing and collections.
  • Build and maintain positive, productive, and professional relationships with clients and project team members. Significantly interact with senior government officials or company management teams.
2. Managerial & Administrative Responsibilities
  • Contribute to FSSE business development by strengthening relations with clients, understanding RFPs and leading the development of proposals.
  • Ensure all required arrangements related to Quality and Risk Management are achieved (SORT, PACE, etc.) according to EY policies.
  • Ensure all project deliverables are archived in Canvas and FSSE shared folder.
  • Ensure all code management arrangements are achieved (project code, estimate to complete, invoicing, code closure, etc.) according to EY policies.
  • Supervise team members, provide performance feedback, reinforcing strengths and identifying areas for improvement.
  • Advise, guide and coach team members by sharing experiences and discussing how to handle current or anticipated concerns to support their growth and draw their career path.
  • Ensure project team members are submitting their time sheets on time.
Qualifications
  • A Bachelor’s degree in Engineering, Business, Economics, Finance, or Accounting; MBA is a plus.
  • 6 – 10 years of professional experience within the following areas: Financial and Spend Analysis, Operational Excellence and Process Optimization, Government Procurement Cycle.
  • Previous consulting experience in Big‑4 firms is a must.
  • Strong understanding of the Saudi General Procurement and Tenders Law (GTPL).
  • Professional project‑management certification (PMP, Prince2, etc.) or a planning certification (CPE, AICP, etc.).
  • Professional procurement certification (CIPS, CSCP, etc.) is considered a plus.
  • Managed at least one major workstream of the business design and/or implementation oversight.
  • Experience in managing proposal‑writing efforts, participating in pitches for consulting work.
  • Excellent communication skills (verbal and written). Arabic speaking is mandatory, fluency in English.
  • Strong Microsoft‑suite skill set.
