A leading engineering services company is seeking an experienced Civil Engineer for a project in Saudi Arabia. The ideal candidate will have at least 10 years of experience with 400 kV substations or turnkey installations. Responsibilities include supervising construction activities, ensuring quality and safety, and managing project progress. Proficiency in English is required; knowledge of Arabic is a plus. This is a full-time position with a contract duration of 2 years.

Job description

We are looking for a Civil Engineer for one of our clients with the following details:

Location: Saudi Arabia (Ghunan, Silaa and Salwa)

Expected start date: ASAP

Contract Duration: 2 years

Qualification and Experience Required:
  • The engineer shall be a civil engineer with minimum 10 years' experience in 400 kV substation or OHL turnkey installations for similar project in nature and complexity.
  • He must have proven record on working on similar projects, both on design and on construction phases.
  • He must be able to demonstrate a strong attention to field safety.
  • Working language will be English (spoken and written). Speaking Arabic would be appreciated (but not mandatory).
Major Accountabilities and Tasks:
  • Supervise the construction and shall make efforts to ensure the expeditious and economical construction thereof in accordance with the terms of the EPC contracts.
  • Monitor the EPC contractor in order to ensure quality, safety, schedule and compliance to approved design. He will lead site inspections.
  • Detect and anticipate issues/problems at site and suggest solutions in liaise with project management and EPC teams.
  • Review and assess contractor's daily report.
  • Ensure that the requirements of the construction contract are fully met by the contractor.
  • Deliver contractual obligations and supervise the multidisciplinary team of engineers/inspectors, manage project progress, quality of the works, and monitor any changes in the design/construction.
  • Establish the site office, identify resourcing requirements, organize the Supervision Team and oversee responsibilities of HSE, cost control, supervision and document control procedures.
  • Ensure all required permits from all governmental agencies are secured and valid and available on site prior to commencing works.
  • Review and implement all relevant project plans including construction program, QA & QC Plan and organizational chart.
  • Evaluate, select, and adopt suitable construction supervision techniques, quality control procedures, and continuous improvement measures.
  • Review contractor's submittals including materials, method statements, inspection and test plans, inspection requests, requests for information (RFI) and provides timely responses.
  • Review and respond to the change orders and contractor's monthly invoices.
  • Coordinate with relevant stakeholders to carry out commissioning activities.
  • Interpret drawings, specifications and consult with contractors (if required) to ensure compliance with the program.
  • Rectify any errors revealed in the detailed design or the working drawings.
  • Supervise inspection, testing and commissioning,
  • Oversee site safety, health, and environmental aspects regularly to ensure a safe, environmentally friendly site environment with zero man-hour loss.
  • Maintain records of site activities, progress, non-conformities, remedial actions, follow-up history, near-miss cases, lessons learned, and interface cases at the site level.
  • Perform site progress meetings and attend monthly meetings if required by the Project Management.
  • Certify all report of materials, certify site progress reports, all inspections performed and attended by him or his team at site, joint measurement certificates to certify the progress of works and related invoicing. Acceptance tests and commissioning shall be carried out by the Contractor and shall be supervised by the civil engineer.
