About the Role

As Regional Commercial & Contracts Manager, you will provide strategic commercial leadership across Surbana Jurong’s KSA and regional portfolio, supporting major infrastructure, transportation, and urban development programmes. You will ensure contractual compliance, commercial efficiency, and risk mitigation from the bid stage to project close‑out. The role is pivotal in embedding SJ’s global governance standards, supporting project directors, and safeguarding the commercial health of our regional operations.

Key Responsibilities
  • Leading the commercial and contracts management framework for KSA and the wider AMEP region.
  • Providing expert advice on contract drafting, negotiation, and risk management for consultancy and PMC engagements.
  • Partnering with Project Directors and Finance to ensure accurate cost forecasting, claims management, and revenue recognition.
  • Supporting tender reviews, client contract negotiations, and sub‑consultant / partner agreements.
  • Driving regional commercial governance reviews, ensuring alignment with Group policies, legal standards, and audit requirements.
  • Mentoring project and business teams on best practices in commercial management and contract administration.
Position Requirements
  • Bachelor’s degree in Quantity Surveying, Law, Engineering, or a related discipline; postgraduate qualification (MBA / MSc) or RICS / MCIOB certification preferred.
  • 15+ years of professional experience in commercial and contract management within major infrastructure, consultancy, or engineering firms.
  • Proven track record in contract negotiation (FIDIC, NEC, bespoke forms), claims resolution, and cost management.
  • Strong stakeholder management, analytical, and communication skills.
  • Deep understanding of regional project delivery models and familiarity with KSA market conditions.
  • Ability to influence senior leadership, drive policy compliance, and foster a culture of accountability and commercial excellence.
