We are seeking an experienced Quality Manager to act as the PMC representative for all QA/QC matters on a prestigious high-rise twin-tower development comprising a 5-star hotel and luxury residential units in Al-Khobar. The successful candidate will be responsible for developing, implementing, and maintaining the Project Quality Management System (QMS) while ensuring that all construction activities—from structural works through to luxury fit-out and commissioning—comply with project specifications, international standards, and client requirements.
This role requires a proactive leader who can bridge the gap between the Client, Contractor, and Supervision Consultant, ensuring that the exceptional quality standards expected of a 5-star hospitality and luxury residential development are embedded at every stage of delivery.
Key Responsibilities
Quality Management System & Governance
- Develop, implement, and maintain the project-specific Quality Management Plan (QMP) aligned with ISO 9001 and client standards.
- Establish project QA/QC procedures, Inspection and Test Plans (ITPs), checklists, and method statements specific to high-rise luxury construction.
- Ensure quality requirements are clearly communicated to contractors, subcontractors, and consultants across all disciplines.
- Monitor adherence to the Quality Management System (QMS) across all construction phases, including structural, architectural, MEP, façade, and interior fit-out works.
- Review and approve the Contractor’s Project Quality Plan, QA/QC procedures, and Inspection and Test Plans (ITPs).
- Monitor the Contractor’s and Supervision Consultant’s quality performance, ensuring effective implementation of approved quality requirements.
- Coordinate with the Construction Supervision Consultant (CSC) to review inspections, monitor work quality, track deficiency corrections, and verify acceptance of completed works.
- Conduct regular QA/QC meetings to review compliance, address gaps, and formulate corrective action items.
Inspections, Audits & Compliance
- Conduct regular site inspections, audits, and surveillance activities across all construction disciplines.
- Review design drawings, specifications, and material submittals for quality, constructability, and compliance.
- Ensure quality requirements are embedded in drawings and specifications to preserve design intent, particularly for luxury finishes and hospitality standards.
- Monitor concrete works, structural works, architectural finishes, waterproofing, façade systems, and MEP installations.
- Verify material approval, inspection, sampling, and testing processes in accordance with project requirements.
Non-Conformance & Corrective Action
- Issue, monitor, and close Non-Conformance Reports (NCRs), Site Observation Reports (SORs), and corrective/preventive actions (CAPA).
- Conduct root cause analysis for recurring quality issues and ensure corrective actions are effectively implemented.
- Identify recurring non-conformances, quality trends, and potential quality risks, and recommend corrective measures.
- Oversee quality requirements during testing, commissioning, completion, and handover phases.
- Monitor snagging activities, defect identification, and timely closure of outstanding issues.
- Review quality dossiers, as-built documentation, test records, and handover documentation.
- Participate in client handover and final quality sign-off, ensuring all works meet the required quality standards prior to completion.
Reporting & Stakeholder Management
- Provide QA/QC input to the project’s weekly, monthly, and executive reports.
- Prepare quality performance reports, KPIs, and dashboards for PMC management and the Client.
- Act as the primary point of contact for quality matters with the Client, Contractor, Consultant, and regulatory authorities.
- Ensure adherence to the Client’s Quality, Environmental, Safety, and Occupational Health policies and procedures.
Qualifications & Experience
Education
- Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or a related engineering discipline.
Experience
- Minimum 15 years of total experience in Quality Assurance/Quality Control within construction or PMC environments.
- Minimum 8–10 years of experience on high-rise residential, commercial, or mixed-use tower projects.
- Experience with projects exceeding 20 floors is highly preferred.
- Proven experience in PMC or engineering consultancy environments overseeing Contractor and CSC quality performance.
- GCC/KSA project experience is strongly preferred.
Certifications (Preferred)
- ISO 9001 Lead Auditor certification is highly advantageous.
- Professional certification in Quality Management (e.g., Certified Quality Manager, Lean Six Sigma) is a plus.
- Saudi Council of Engineers (SCE) registration is preferred for candidates applying within Saudi Arabia.
