Job Description

Parsons is looking for an experienced and visionary Quality Director to lead the quality assurance and quality control (QA/QC) functions for the King Salman International Airport (KSIA) airfield project. With 20 years of experience, the ideal candidate will oversee all quality management processes, ensuring that project deliverables meet the highest standards of safety, compliance, and client expectations.

This leadership role requires strategic oversight of multidisciplinary quality teams, driving continuous improvement across complex infrastructure and aviation systems.

What You’ll Be Doing:
  • Develop, implement, and maintain a comprehensive Quality Management System (QMS) aligned with international standards (ISO 9001, ISO 14001, etc.) and project requirements.
  • Lead the quality assurance and control teams across all project disciplines including civil, MEP, ICT, and airfield systems.
  • Set quality objectives, key performance indicators (KPIs), and monitor performance against targets.
  • Oversee the preparation and approval of quality plans, inspection and test plans (ITPs), method statements, and other QA/QC documentation.
  • Ensure all construction and commissioning activities comply with project specifications, standards, and contractual obligations.
  • Drive internal audits, third‑party inspections, and client quality assessments.
  • Lead, mentor, and develop the QA/QC team, promoting a culture of quality excellence and accountability.
  • Coordinate with project managers, engineers, contractors, and suppliers to resolve quality‑related issues promptly.
  • Facilitate training programs and continuous improvement initiatives.
  • Ensure strict adherence to HSE policies and regulatory requirements related to quality management.
  • Identify quality risks and implement mitigation plans to prevent non‑conformances and defects.
  • Manage non‑conformance reports (NCRs), root cause analyses, and corrective/preventive actions.
  • Serve as the primary point of contact for client quality representatives, auditors, and certification bodies.
  • Prepare and present regular quality performance reports to senior management and project stakeholders.
  • Liaise with regulatory authorities and ensure compliance with aviation and infrastructure standards.
What Required Skills You’ll Bring:
  • Bachelor’s degree in Civil Engineering, Construction Management, Quality Management, or related discipline.
  • Minimum 20 years of experience in quality management within large infrastructure or airport projects.
  • Proven leadership experience overseeing multidisciplinary QA/QC teams and complex project requirements.
  • Extensive knowledge of international quality standards (ISO, ASTM, API) and aviation industry‑specific requirements.
  • Strong auditing, inspection, and quality reporting skills.
  • Proficiency in quality management software and project documentation tools.
  • Excellent leadership, communication, and problem‑solving abilities.
  • Experience in Middle East airport projects or similar large‑scale infrastructure developments.
  • Certifications such as CQE (Certified Quality Engineer), Six Sigma, or PMP.
  • Familiarity with digital quality management systems and BIM coordination.
  • Fluency in Arabic is advantageous.
