Client is looking for: Procurement Specialist (Senior Level)

Location: Jubail, Saudi Arabia
Requirements / Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related field
- Minimum 15 years of experience in procurement within oil & gas, petrochemical, EPC, or large industrial projects
- Prior experience working on Saudi Arabia projects is highly preferred
- Strong knowledge of EPC procurement cycles, vendor prequalification, bid evaluation, purchase order management, and contract administration
- Proven experience in strategic sourcing of mechanical, electrical, instrumentation, and construction materials/equipment
- Familiarity with Aramco, SABIC, RC, and international standards
- Hands‑on experience with SAP / Oracle ERP systems for procurement and materials management
- Deep understanding of commercial terms, Incoterms, international logistics, and customs clearance requirements
- Strong negotiation skills with a proven track record of achieving cost savings and vendor‑performance improvements
- Experience managing procurement activities during project execution, commissioning, and shutdown/turnaround (TA)
- Excellent communication skills, supplier relationship management, and cross‑functional coordination
Responsibilities
- Lead end‑to‑end procurement activities for EPC/PMC projects ensuring compliance with client standards and project specifications
- Develop and execute procurement strategies, including sourcing plans, vendor selection, and market analysis
- Prepare and review RFQs, technical bid evaluations (TBE), commercial bid evaluations (CBE), and purchase orders
- Manage supplier negotiations to secure competitive pricing, optimised delivery schedules, and favourable commercial terms
- Coordinate with Engineering, Project Controls, Construction, Finance, and QA/QC teams to ensure material and equipment alignment with project needs
- Oversee the procurement of critical project items such as:
- Mechanical equipment (pumps, valves, static & rotating equipment)
- Electrical & instrumentation materials
- Structural steel & construction materials
- Monitor vendor performance, lead times, manufacturing progress, FAT/SAT schedules, and delivery compliance
- Resolve procurement‑related issues including delays, technical clarifications, and contract deviations
- Ensure procurement documentation accuracy including PO updates, procurement logs, expediting reports, and vendor correspondence
- Support logistics coordination for international shipments, customs clearance, and on‑site delivery
- Maintain strong relationships with approved vendors and continuously develop new sources to diversify the supply chain
- Ensure all procurement processes adhere to company policies, client requirements, and international standards
- Contribute to procurement risk assessments, cost optimisation initiatives, and continuous process improvement
