As the Procurement Manager, you will ensure compliance with industry regulations and represent the department in client meetings. This position is based in Riyadh, Saudi Arabia.

About the Role

The Procurement Manager provides management and direction for all contracting and procurement functions on the project, including tendering, contract award, purchasing, expediting, supplier data control, and supplier quality.

Specific Responsibilities
  • Responsible to procurement administration of commercial procurement actions; reviewing, preparing and approving RFPs, conducting bid abstracts, conducting negotiations, preparing purchase orders and subcontracts;
  • Develops and implements procurement discipline or project policies and procedures. Anticipates that routine and non‑routine problems will arise and provides systems to resolve them. Utilizes knowledge of the Company to keep aware of the current business climate and client requirements. Represents the Procurement Department in client meetings. Establishes and maintains a high confidence level with clients.
  • Keeps abreast of all pending and current legislation affecting procurement functions. Makes recommendations to management for policy changes, as appropriate.
  • Researches current information and remains knowledgeable regarding markets and suppliers worldwide.
  • Establishes budgets, schedules, and plans for the discipline or project and ensures that goals are met or exceeded.
  • Participates in gathering, analyzing, and preparing data for proposals.
  • Represents the Procurement Department in client presentations.
  • Takes an active role in the Quality Improvement Process and encourages technical excellence of assigned staff.

  • Minimum 10 years of experience in similar projects.
  • Excellent written and oral communications skills
  • Thorough knowledge of industry practices and regulations are required
  • Sound knowledge of commercial aspects of major civil & infrastructure projects
  • Experience in writing technical and commercial evaluation reports.
  • Sound experience of delivering tender recommendations, challenging conclusions from internal and external departments and challenging procurement schedule to hit key dates.
  • Leadership Skills
  • MCIPS qualification is preferable.
