Job Description

Parsons is looking for a seasoned Procurement Manager (Aviation) to lead procurement strategy and execution for a major airfield infrastructure development project. This role involves managing the end-to-end procurement lifecycle, including sourcing, contract management, vendor evaluation, and compliance with project and client requirements.

The ideal candidate will bring 15 years of experience in procurement within large-scale infrastructure or aviation projects, with a strong background in commercial negotiation, FIDIC-based contracts, and supplier relationship management.

What You’ll Be Doing
  • Develop and implement the Procurement Management Plan aligned with project delivery schedules and budgetary goals.
  • Identify procurement needs, define contract packaging strategy, and ensure timely acquisition of goods, services, and subcontracted works.
  • Support prequalification and selection processes for suppliers and subcontractors.
  • Lead preparation and issuance of RFPs, tender evaluations, bid clarifications, and contract award recommendations.
  • Negotiate contractual terms, pricing structures, and delivery schedules.
  • Administer contracts in compliance with procurement and legal frameworks (e.g., FIDIC, client-specific guidelines).
  • Build and maintain relationships with key vendors, suppliers, and service providers.
  • Monitor supplier performance, resolve disputes, and implement corrective actions.
  • Coordinate with engineering, construction, and finance teams to ensure timely procurement and delivery.
  • Ensure adherence to project procurement policies, procedures, and ethical standards.
  • Maintain accurate procurement logs, purchase orders, contracts, and approval workflows.
  • Support audits, reporting requirements, and risk assessments related to procurement.
Required Skills
  • Bachelor's degree in Procurement, Supply Chain Management, Engineering, or related field.
  • Minimum 15 years of procurement experience in large-scale infrastructure, aviation, or construction projects.
  • Proven expertise in managing complex procurement for MEP systems, civil works, and specialized airport systems.
  • In-depth knowledge of contract law, tendering procedures, and procurement governance.
  • Strong negotiation and commercial management skills.
  • Proficient in ERP systems (e.g., SAP, Oracle) and procurement reporting tools.
  • Excellent leadership, communication, and stakeholder management capabilities.
  • Professional certifications (CIPS, PMP, or equivalent).
  • Experience with airfield procurement packages (e.g., airfield lighting, navigational aids, fueling systems).
  • Familiarity with GACA or international aviation procurement requirements.
  • Fluency in Arabic is a plus.
