Job Description:

Parsons is looking for an amazingly talented Principal Quantity Surveyor to join our team! In this role you will be responsible for quantity take-off and cost estimation of engineering design elements to support budgeting, planning, and contract administration within the Engineering Department.

What You\'ll Be Doing
  • Perform detailed quantity take-offs from engineering design drawings, specifications, and BIM models.
  • Develop and maintain comprehensive Bills of Quantities (BoQs) for all engineering disciplines (civil, structural, mechanical, electrical).
  • Prepare cost estimates and budget forecasts for design packages, scope changes, and value engineering proposals.
  • Review engineering deliverables to ensure alignment with cost plans and funding allocations.
  • Support the development of procurement strategies by providing quantity and cost data for tender packages.
  • Participate in technical evaluations of contractor bids and assist in contract award recommendations.
  • Provide input during design reviews to enhance constructability, cost efficiency, and compliance with project standards.
  • Maintain records of quantity changes and cost implications throughout the project lifecycle.
  • Develop and maintain an up-to-date cost database to align with market rates.
  • Mentor junior quantity surveyors and support continuous improvement initiatives within the department.
  • Perform any other job related duties as assigned.
What Required Skills You\'ll Bring
  • Bachelor’s Degree in Civil Engineering, Quantity Surveying, or a related discipline from a recognized university
  • Minimum of 10 years of professional experience in engineering quantity surveying, cost estimation, and design coordination.
  • Professional Qualifications and membership of RICS, CIOB, CICES, CIPS or another relevant Chartered Institute are essential.
What Desired Skills You\'ll Bring
  • Strong understanding of engineering design processes, construction methods, and contract administration.
  • Proficiency in quantity surveying software (e.g., CostX, Candy, or similar), AutoCAD, and MS Office Suite.
  • Familiarity with BIM tools and digital quantity take-off techniques is highly desirable.
  • Excellent analytical, communication, and negotiation skills – both written and oral.
  • Ability to work collaboratively in a multidisciplinary environment and manage multiple priorities effectively.
  • Sound knowledge and experience of pre contract cost management.
