Part of his main responsibilities are as follows:
- Budget Management: Ensure vessels' budgets are followed in connection with food provisions and housekeeping purchase products.
- Communication: Liaise with Captains and Crew to establish and maintain positive communication between vessel and office staff, promoting safety and well-being of seafaring personnel and property on a day-to-day basis.
- Staffing and Recruitment: Conduct thorough technical interviews of deck officer candidates, selecting suitable crew for assigned vessels.
- Pre-Deployment Briefings: Brief Masters, Officers, and crew before their assignment to vessel, ensuring they are aware of their roles and responsibilities, and clearly communicating company expectations.
- Personnel Coordination: Liaise with the Personnel Department regarding travel, crew changes, and other personnel issues in conjunction with the Vessel Master. Monitor crew overlap days.
- Requisition and Inventory Management: Ensure requisitions are sent on time, review vessel deck and catering requisitions to maintain efficient and economical inventory.
- Supply Chain Coordination: Liaise with Purchasing to ensure timely delivery of supplies, track and expedite purchase requisitions, and ensure sufficient spares are carried.
- Performance Monitoring: Closely monitor the performance of the bridge team on board, completing regular performance appraisals for the Captains.
- Performance Management: Highlight high potential candidates or underperforming crew to the Fleet Superintendent for performance issues management.
- Onboarding and Welfare: Ensure all ship staff are given appropriate hand-overs, familiarization, and that crew welfare is maintained.
- Inspections and Maintenance: Conduct regular on-board inspections (monthly), including ship’s hull, cargo spaces, deck machinery, safety equipment, etc.
- Operational Presence: Be present on board for special offshore operations as required.
- Certification and Equipment: Liaise with Operations Department and Vessel Master regarding certification, safety equipment, and lifting gear.
- Repairs and Specifications: Prepare vessel repair specifications with Engineering department.
- Compliance and Industry Standards: Ensure adherence to IMCA guidelines and industry best practices, especially regarding DP operations, equipment, and personnel.
- Equipment Readiness: Ensure DP and navigational equipment are operational at all times.
