Job Description

Parsons is looking for an amazingly talented ORAT Manager to join our team!

What You’ll Be Doing
  • Develop and manage an end-to-end ORAT management product, suitable for the facilities, systems, and stakeholders involved in the project.
  • Provide guidance and help the client prepare to assume operations of parts or entire sections of the envisaged airport development project, ensuring 100% readiness at start-up of operations.
  • Develop as per need a concept of operations that can be refined into standard operating procedures or work instructions.
  • Help develop training plans for a multitude of stakeholders that are engaged in airport operations.
  • Create and perform testing and trialing concepts that will evolve into specific trial scenarios for parts or entire facilities, including normal operations, non-routine operations, and, where required, business continuity plans.
  • Lead stakeholder engagement concerning operational readiness, providing guidance and assistance where interfaces need to be clarified and/or where roles need to be determined.
  • Report on ORAT progress against a schedule of facilities handover.
  • Maintain and update a register of risks concerning ORAT.
  • Maintain and update an OIL (open issues list) so that proper action can be taken in a timely manner.
  • Facilitate and manage the process for airfield naming changes, coordinating with internal departments and external authorities for smooth implementation.
  • Act as the key liaison between airport operations, regulatory bodies, engineering consultants, and contractors for coordinated project execution affecting ORAT.
  • Help ensure all activities comply with ICAO and/or GACA regulations.
  • Develop and maintain comprehensive project plans, timelines, and progress tracking for all coordinated activities.
  • Lead change management efforts related to airfield infrastructure modifications, technology deployments, and operational updates.
  • Set KPI/SLAs and monitor contractor and vendor performance, ensuring contract terms, quality standards, and timelines are met.
  • Manage an ORAT steering committee and provide briefings and recommendations to senior management and stakeholders regarding ORAT and/or airfield operations and infrastructure projects.
Qualifications
  • Bachelor’s degree in Aviation Management, Civil Engineering, Airport Operations, or related experience.
  • Minimum 15 years of progressive experience in airport or airfield operations, airport management, and airport certification.
  • Proven experience managing complex operational programs and aviation projects-related ORAT or similar exercises.
  • Experience working with aviation regulatory bodies, and aviation stakeholders such as airlines, ANSPs, ground handling agents, police/immigration, ARFFS, EMS etc.
  • Detailed knowledge of ICAO SARPs
  • Multilingual skills, with fluency in English required; possession of an RTF license will be considered a plus.
  • Strong problem-solving and interpersonal skills, with ability to handle complex operational challenges in dynamic airport environments.
  • Good communication skills with clear and succinct messaging in verbal and written form.
