Job description

Qiddiya Investment Company is seeking an experienced Senior Specialist - Commercial specializing in transport infrastructure, specifically focusing on vertical links. In this pivotal role, you will manage and support the procurement, commercial and contractual aspects of transport infrastructure projects ensuring effective cost control, contract compliance, and value delivery across the project lifecycle. Your expertise in cost management, measurement, and procurement will be vital in delivering projects that align with our vision of creating an iconic and transformative entertainment destination.

Responsibilities

  • Role models behaviors, in line with the Qiddiya Values, always
  • Prepare, review, and manage Bills of Quantities (BoQs), cost estimates, and tender documents for large-scale transport infrastructure works
  • Administer contracts based on FIDIC or other standard forms, ensuring alignment with legal and project requirements
  • Assess and manage contractor and subcontractor claims, variations, and change requests
  • Prepare interim and final payment applications, assess progress claims, prepare final account submissions and support cash flow forecasting
  • Manage end to end procurement processes, including conducting financial due diligence, preparation of RFP’s and other tender package documentation, completing bid evaluations, contract negotiations, drafting contract award recommendations, and subcontract agreements
  • Manages supplier relationships
  • Supports performance evaluations of suppliers and contractors to drive continuous improvement
  • Collect, Monitor, control, and report on project costs, budgets, and financial performance, including cost/value reconciliations
  • Maintain organized records of all commercial documents including contracts, change orders, and payment certificates
  • Provide commercial input during design development and construction phases to ensure cost efficiency
  • Collaborate with project teams to identify requirements, specifications, and timelines
  • Contribute to risk and value management processes throughout the project lifecycle
  • Support contract administration duties including tracking variations, extensions of time (EOT), and other commercial correspondence
  • Participate in meetings with clients, consultants, and contractors to capture commercial actions or follow-ups
  • Provide commercial input into risk assessments, contingency plans, and project planning activities
  • Ensure compliance with company policies, project-specific requirements, and contractual obligations
  • Continuously identify and implement improvements in systems, processes and reports
Qualifications
  • Bachelor's degree - Quantity Surveying, Commercial Management, Cost Engineering, Finance, Economics, Legal or related field
  • Royal Institute of Chartered Surveyors preferred, not essential
  • 3-6 years of experience in quantity surveying or contracts administration within transport or infrastructure projects
  • Previous KSA/Middle East experience preferred.
  • Experience in a Quantity Surveyor role on Major Projects in a highly regulated environment including Full project life-cycle involvement (Bidding through to Final Account)
  • Experience in procurement of consultants and contractors.
  • Strong understanding of a range of standard and bespoke forms of Contracts, contract administration, budgeting and cost management, cash flow and reporting
  • Strong understanding of procurement processes and methods, including sourcing, negotiation, and contract management
  • Strong analytical skills, with the ability to interpret complex financial data and provide recommendations
  • Foster a culture of flexibility and adaptability in responding to changing business requirements
  • Ability to manage and prioritize workloads the workload of the team, deadline driven
  • Leverage excellent written and verbal skills in English to effectively articulate ideas, strategies, and project performance to a range of audiences
  • Leverage in-depth knowledge of enterprise-level management software, such as Prism, SAP, or similar systems
  • Demonstrated skills to set clear goals and deliver results
  • Ability to thrive in a fast-paced and evolving work environment while managing multiple projects effectively
