Job Description – HR Officer (Visa & Iqama Specialist)
1. Basic Information
- Position Title: HR Officer (Visa & Iqama Specialist)
- Department: Human Resources Department
- Reporting to: HR Manager / Admin Manager
- Location: Chinese-invested Factory in Saudi Arabia
2. Position Objective
Provide comprehensive HR administrative support with a strong focus on foreign employee visa, Iqama, and government-related processes. Ensure compliance with Saudi labor law and smooth handling of expatriate employee documentation.
3. Key Responsibilities
3.1 Visa & Iqama Processing
- Manage work visa, Iqama issuance, renewal, transfer, and cancellation through government portals (Muqeem, Absher, Qiwa).
- Prepare required documents for Jawazat, Ministry of HRSD, and other related authorities.
- Ensure timely follow-up on expiring visas/Iqamas to avoid penalties.
3.2 Government Relations & Compliance
- Liaise with Saudi authorities (MHRSD, Jawazat, GOSI, CCHI, ZATCA) on labor and immigration issues.
- Ensure compliance with Saudization/Nitaqat policies and HR-related regulations.
- Support WPS (Wage Protection System) and GOSI submissions.
3.3 Onboarding & Offboarding
- Coordinate new employee onboarding including visa stamping, medical insurance, and Iqama issuance.
- Handle clearance procedures and exit/re-entry permits for departing staff.
3.4 HR Administration
- Maintain accurate employee records (Iqama, passport, medical insurance, contracts).
- Support payroll processing by providing updated staff information.
- Assist in HR reporting (headcount, Saudization ratio, visa/Iqama status).
3.5 Employee Support
- Act as a focal point for expatriate employees regarding visa, Iqama, and government services.
- Provide guidance to employees on HR and compliance-related inquiries.
4. Requirements
4.1 Education
- Bachelor’s degree in Human Resources, Business Administration, or related field.
4.2 Experience
- 2–4 years HR experience in Saudi Arabia, preferably in a manufacturing or Chinese-invested company.
- Proven track record in handling expatriate visas, Iqama processes, and government portals.
4.3 Skills
- Strong knowledge of Saudi labor law, visa regulations, and government platforms (Qiwa, Muqeem, Absher, GOSI, CCHI).
- Proficiency in MS Office (Excel, Word).
- Excellent organizational and documentation skills.
- Good communication skills in English; Arabic and/or Chinese is a plus.
5. Performance KPIs
- On-time visa and Iqama processing rate.
- Compliance rate with Saudi HR regulations (Nitaqat, WPS, GOSI, CCHI).
- Accuracy of HR records and reporting.
- Employee satisfaction on HR services.
- Reduction of penalties/fines related to visas and Iqamas.
