About the Project

The company is currently executing a major IPP power project located on the eastern coast of Saudi Arabia. Developed on a Build–Own–Operate (BOO) basis, it boasts a net generation capacity of 3,927 MW, making it the largest combined cycle gas-fired power plant in the world. Commissioned in Q1 2015, the plant plays a vital role in meeting Saudi Arabia’s growing power demands through reliable, efficient, and sustainable energy generation.

The project encompasses all stages of engineering, procurement, construction, commissioning, and operational handover. Once completed, it will play a vital role in supporting the region’s growing industrial and infrastructure needs, reinforcing Sharjah’s position as a hub for innovation and sustainable development.

The Role: HSE Manager

We are seeking an experienced HSE Manager to join the leadership team on this high-profile project. The successful candidate will be responsible for driving health, safety, and environmental performance across all phases of the EPC lifecycle, ensuring compliance with KSA regulations and international best practice.

Key Responsibilities:
  • Lead the development, implementation, and monitoring of the project’s HSE management systems.
  • Provide visible HSE leadership, embedding a safety-first culture across all project teams and subcontractors.
  • Oversee risk assessments, hazard identification, and the implementation of mitigation measures.
  • Ensure compliance with EPC project safety standards, including construction safety, lifting operations, confined spaces, and hazardous materials.
  • Monitor contractor HSE performance, conduct audits, and enforce corrective actions where necessary.
  • Lead incident investigations, root cause analysis, and dissemination of lessons learned.
  • Work closely with engineering, procurement, and construction teams to proactively address HSE risks.
  • Manage interface with local authorities to secure and maintain necessary permits and approvals.
  • Deliver HSE training, toolbox talks, and awareness initiatives to strengthen workforce engagement.
Qualifications & Experience:
  • Bachelor’s degree in Engineering, Environmental Science, Occupational Health & Safety, or related discipline.
  • Minimum 10 years’ HSE management experience on major EPC/process or mega infrastructure projects.
  • Proven track record in large-scale industrial or process facilities (experience in power or utilities projects advantageous but not essential).
  • Strong knowledge of international HSE standards (ISO 14001, ISO 45001, OHSAS, etc.).
  • Excellent leadership, communication, and stakeholder management skills.
  • Ability to work in a multicultural, fast-paced environment and deliver high HSE performance.
