Executive Director Delivery-Capital Projects Development Company

The Executive Director – Delivery will support the Chief Delivery Officer (CDO) in leading the end-to-end delivery of the Client’s major development and construction programs. This senior leadership role ensures that large-scale, complex assets are delivered safely, efficiently, and in alignment with the Client’s schedule, cost, and quality requirements.

Acting as the CDO’s principal strategic partner, the Executive Director will manage cross‑functional delivery teams, elevate contractor performance, embed robust contracting and risk frameworks, and uphold world‑class project management standards.

Key Responsibilities: Strategic Delivery Leadership
  • Support the CDO in developing and executing the overall delivery strategy.
  • Formulate contracting strategies, risk frameworks, and delivery methodologies.
  • Translate strategic objectives into actionable and measurable delivery plans.
Program & Project Management Oversight
  • Oversee progress across all phases: design, procurement, mobilisation, construction, and handover.
  • Ensure project milestones, budgets, and quality benchmarks are consistently met.
  • Support integrated reporting systems, dashboards, and KPI frameworks.
Contractor, Consultant & Stakeholder Management
  • Collaborate closely with delivery partners, EPCs, contractors, and consultants.
  • Drive strong performance management and accountability.
  • Support dispute resolution, commercial negotiations, and change management processes.
Risk, Governance & Compliance
  • Identify, assess, and escalate key delivery risks, ensuring proper mitigation plans.
  • Champion partnership‑driven and risk‑appropriate contracting approaches.
  • Ensure full compliance with governance requirements, safety standards, and quality controls.
Leadership & Team Development
  • Lead and mentor Delivery Managers, Project Directors, and technical teams.
  • Serve as the CDO’s second‑in‑command across all delivery operations.
Experience & Background Requirements: Professional Experience
  • 15–20+ years of experience in construction delivery, engineering, real estate, or infrastructure.
  • Proven leadership delivering large‑scale mixed‑use, hospitality, residential, commercial, or giga‑project assets.
  • Strong experience managing multidisciplinary teams and complex program environments.
  • Middle East / GCC experience strongly preferred.
Technical Skills
  • Deep knowledge of program management, procurement, contracting strategies, and risk management.
  • Strong understanding of governance frameworks, reporting structures, and project controls.
  • Ability to resolve complex technical, contractual, and commercial challenges.
