Role Purpose

The Project Environmental Manager is responsible for overseeing environmental management and ensuring regulatory compliance throughout the assigned project. This role includes developing a tailored Environmental Management System (EMS) for the project, ensuring that the system reflects all contractual and client requirements, and effectively addresses all environmental aspects and impacts. Additionally, the Environmental Manager will oversee the execution of the EMS, continuously monitor its performance, and ensure its alignment with project goals, while taking corrective actions as necessary to maintain compliance and mitigate environmental risks.

Key Activities
  • Lead the development and implementation of project-specific environmental management system (CEMP), ensuring compliance with local, national, and international environmental regulations and standards.
  • Provide strategic guidance and support to project teams, ensuring environmental considerations are integrated into all planning, execution, and monitoring stages.
  • Proactively identify compliance risks and implement strategies to mitigate these risks while enhancing operational resilience.
  • Establish key environmental performance indicators (KPIs), tracking progress and driving continuous improvement in compliance and risk management.
  • Oversee environmental monitoring programs, ensuring the proper use of monitoring equipment and tools to assess environmental conditions, identify potential risks, and ensure timely response to environmental concerns.
  • Manage environmental permits and documentation, overseeing applications, renewals, and compliance with all regulatory requirements.
  • Lead compliance reporting efforts, preparing and submitting reports to senior management, regulators, and stakeholders, ensuring transparency and accountability.
  • Design and execute environmental audits and inspections, ensuring ongoing compliance with environmental regulations, industry best practices, and the project's goals.
  • Engage with senior leadership, including the Project Directors/Managers and HSE core team to report on environmental performance, risks, and strategic initiatives.
  • Liaise with external stakeholders, including government agencies, environmental consultants, and local communities, fostering positive relationships and ensuring compliance with environmental laws.
  • Actively engage with clients and consultants, addressing their environmental concerns professionally and demonstrating the company’s commitment to regulatory compliance.
  • Facilitate public consultations and address community concerns related to environmental impacts.
  • Collaborate with internal teams and external stakeholders on environmental matters.
  • Communicate environmental goals and initiatives effectively, ensuring alignment between project teams, management, and external stakeholders.
  • Lead and mentor a team of environmental officers, engineers, specialists and staff, empowering them to achieve excellence in environmental management.
  • Foster a culture of environmental responsibility, promoting awareness and ensuring all project activities align with legal and regulatory requirements.
  • Organize training and development programs, either in-house or through third-party consultants, to enhance the environmental knowledge and capabilities of the team.
  • Encourage cross-functional collaboration, ensuring that environmental objectives are integrated into broader project goals and operational strategies.
Necessary Knowledge and Experience
  • Minimum of 10 years of experience in environmental management, with a focus on project management.
  • Knowledge of ISO 14001 and its application in developing project-specific environmental plans.
  • Comprehensive understanding of KSA’s General Environmental Law, Presidency of Meteorology and Environment (PME) requirements, and global standards such as IFC, World Bank EHS guidelines, and EPA regulations.
  • Competence in techniques to minimize emissions, control hazardous material use, and prevent contamination of land, water, and air.
  • Experience in conducting environmental assessments and audits.
  • Knowledge of incident response protocols for environmental spills, hazardous material leaks, and other ecological emergencies.
Education and Certification Minimum Requirements
  • Bachelor’s or Master degree in Environmental Engineering OR Degree in any engineering discipline with Level 6 diploma in Environmental studies from a recognized body.
  • Lead Auditor for ISO 14001
  • Membership of a relevant professional body (i.e. IEMA or equivalent) and preferably chartered status.
  • Relevant certifications (e.g LEED, Mostadam, Envision, ISO GHG,) are advantageous.
Job Specific and Technical Skills
  • Proficient in developing and implementing environmental management system and practices.
  • Strong ability to interpret, apply, and ensure compliance with local, and international environmental laws.
  • Strong experience in engaging with government agencies, regulatory bodies, and external stakeholders on environmental compliance matters.
  • Understanding methodologies for identifying, evaluating, and mitigating environmental risks associated with construction activities.
  • Strong analytical and problem-solving skills to address environmental challenges.
  • Familiarity with obtaining and maintaining environmental permits, including waste disposal, emissions control, and water usage.
  • Strategic scheduling, resource allocation, and budget management to ensure environmental compliance is met while minimizing risks.
  • Proficiency in using air quality monitors, water sampling tools, noise level meters, and soil contamination detection equipment.
  • Excellent communication and interpersonal skills for effective stakeholder engagement.
  • Experience using air, water, and soil quality monitoring equipment for real-time data collection and analysis.
  • Experience in conducting environmental training programs for employees, contractors, and leadership teams.
  • Strong leadership skills to mentor and manage environmental team.
  • Understanding how to engage with government agencies such as the NCEC and MWAN.
  • Advanced knowledge of hazardous and non-hazardous waste management in compliance with Saudi Waste Management Regulations.
  • Stay up to date with emerging environmental trends, policies, and technologies, identifying opportunities for innovation.
  • Ability to develop and oversee environmental emergency response plans for spills, leaks, and hazardous material incidents.
  • Experience in leading environmental incident investigations, root cause analysis, and implementing corrective/preventive actions.
