Job description
JOB PURPOSE

The Engineering and Operations Manager is responsible for leading, planning, and directing engineering design, installation, commissioning, and operational activities. This role ensures project designs, tender documents, and execution plans meet technical specifications, quality standards, and client requirements while optimizing resources and driving operational excellence.

KPIS
  • Achievement of departmental objectives aligned with company strategies.

MAIN DUTIES AND RESPONSIBILITIES
STRATEGIC DUTIES
  • Develop and manage the departmental budget in coordination with Finance.
  • Contribute to company‑wide strategy, policies, and objectives.
  • Define departmental strategies and ensure alignment with organizational goals.
  • Establish KPIs, monitor performance, and ensure achievement of objectives.
TECHNICAL DUTIES
  • Oversee the preparation of engineering designs, blueprints, layouts, and technical drawings in compliance with QA standards and client specifications.
  • Provide layouts, general arrangements, and detailed technical drawings in accordance with quality assurance standards and client project specifications (DORs).
  • Coordinate with concerned sections to plan, conduct and control project design works and tender documents preparation.
  • Assist in qualifying tenders and tender evaluations.
  • Review Quantity Take‑Offs (QTO), Bill of Quantities (BOQ), and required drawings from concept to handover.
  • Prepare quotations based on detailed estimates and forward to Business Development for final review and submission.
  • Coordinate with Business Development, PMO, Quality Management, and Procurement & Supply Chain for clarifications and additional information during estimation.
  • Coordinate with Suppliers to obtain updated prices for materials, special buyout items, and other subcontracted items.
  • Ensure the utilization and provision of competent and capable resources to execute projects in accordance with the required specializations.
  • Support and evaluate projects’ technical execution and delivery in accordance with set quality standards and methodologies.
  • Train and develop technical resources (in‑house/part‑time/outsourced) to meet project delivery requirements.
  • Evaluate and support in setting technical manpower plans; supply needed technical resources to PMO.
GENERAL ADMINISTRATIVE DUTIES
  • Conduct periodic meetings with subordinates to review progress, work plans, and suggestions.
  • Prepare periodic reports on activities and achievements for review by the direct supervisor.
  • Identify training needs of subordinates and evaluate outcomes in coordination with HR & Admin staff.
  • Conduct performance appraisals and recommend actions as per company practices.
  • Specify manpower requirements based on recruitment and selection systems.
  • Follow up on employee affairs including vacations, leaves, etc.
  • Perform other duties as assigned by the direct supervisor.
COMMUNICATION
INTERNAL
  • Coordinate with Finance on annual budget preparation, review, and expense monitoring.
  • Coordinate with Business Development and Supply Chain regarding new projects and tenders.
  • Coordinate with PMO, Quality Management, and Procurement & Supply Chain for estimation clarifications.
  • Coordinate with Procurement & Supply Chain regarding updated material prices.
  • Coordinate with concerned entities on the necessary drawings/blueprints from concept to handover.
  • Coordinate with PMO on technical support for drawings and specifications.
EXTERNAL
  • Communicate with contractors, subcontractors, and consultants regarding designs, shop drawings, and as‑built drawings.
  • Maintain specifications and deliverables with external partners.
