Job description

MAIN PURPOSE OF JOB

To implement, direct and coordinate the overall Plans and functioning of the Site HSE inputs/outputs and to ensure that the company HSE Standards and requirements are implemented.

To support and cooperate with all functions and parties to achieve the zero harm goal and Client satisfaction.

To follow up the risks and aspects assessment and implementation of the risk control methods.

DUTIES AND RESPONSIBILITIES

  • Advise all for the implementation of the HSE procedures and assist where necessary. Establish and maintain a professional relationship with the other parties on site, particularly their HSE personnel, to ensure that they are trained as necessary to fulfil the management requirements of the Project.
  • Coordinate with the HSE operation and Support sections for the project HSE management system enhancement and communicate the gaps with them for the continual improvement purpose.
  • Coordinate the HSE measures taken or to be taken by the other parties working in succession or currently on the work site.
  • Lead the HSE periodical meetings (Weekly and Monthly Committee) and the Subcontractors Kick-off meeting to communicate the project HSE required documents and instructions before commencing the work.
  • Implement and maintain systems such as; HSE performance review that measures the effectiveness of the HSE systems and procedures and ensure that the requirements are being effectively communicated throughout the workforce.
  • Review and approve specific activities plans and documents for the project functions and for the subcontractors such as; method statement and risk assessment, lifting plans and permit to work
  • Ensure that the subcontractors HSE plans had been reviewed and approved.
  • Ensure that stop work is being activated in case of an imminent danger to safety of personnel, environment, applicable laws and/or the agreed HSE plans violation and will not be recommenced until the hazards have been mitigated.
  • Lead the Incident investigation process, review the incident investigation reports and communicate the lesson learned and alerts formally to all parties and stakeholders.
  • Prepare and follow up the implementation of the corrective action plans for the meetings action, Non-conformities and incidents.
  • Enhance the HSE culture and employee involvement in the HSE aspects through the continual training of in HSE matters. And develop the HSE awareness of all personnel on the site and ensure their participation in all aspects.
  • Implement and maintain the project HSE communication plan which include but not limited to TBT, STARRT and coordination meetings.
  • Ensure that the entry and exit of the material, facilities and equipment are conducted in accordance with the project HSE inspection and testing plan.
  • Compile and report HSE statistics to the project management and the Client.
  • Notify to and liaise with competent and local authorities for all aspects regarding the HSE.
  • Update the project HSE legal and the HSE business risk registers and enhance the risk management culture among the project parties include the subcontractors.
  • Follow up with the HSE and specialized teams the inspections, HSE prequalification, field assessment and performance review for the subcontractors at the site regularly and report the findings to the project management and the client if required.
  • Review and approve the project HSE staff qualifications especially for the subcontractors.
  • Monitor and review the employee’s and materials transportation safety and report the deviations to the involved parties for the corrective action and rectification.
  • Follow up with the project emergency team the execution of periodical tests for the project emergency preparedness and response in accordance with the project emergency drills plan.
  • Ensure the Implementation and maintain of the project HSE signage and warning system in accordance with the risk and hazards types.
  • Managing the Project health program which includes the site clinic, emergency devices, worker’s medical fitness reports and periodical medical surveillances.
  • Managing the project HSE team to achieve the project HSE KPIs, HSE department objectives. Enhance their performance through the continual monitoring and evaluation in addition to development of the individual improvement plans.

  • Maintain standards of HSE and comply with Company’s HSE Management System requirements
  • Take reasonable care of own health and safety and that of others in the workplace.
  • Follow and maintain Company standards of Quality in accordance with Company Quality System requirements.

REQUIRED FUNCTIONAL QUALIFICATION

Basic Requirements:

  • Qualification: Bachelor Degree in relevant major.
  • NEBOSH Diploma or Equivalent

  • Construction Safety Management
  • OSHA, IOSH certifications
  • ISO 14001 and ISO 45001 lead Auditor

  • Possesses excellent English language and Microsoft Office
  • Strong Technical Report Writing
  • Related Field Experience: +12 years of experience in large EPC projects.
  • Overall Experience: +12 years of experience.
