Job description

To provide strategic leadership, governance and oversight for transport security and Integrated Emergency Management (IEM) safety, planning, design, implementation, and operations across Qiddiya. Role and responsibilities include having focus on customer experience and transport performance throughout the Design & Build phase (D&B) and the Operating and Maintenance phase (O&M). It includes ensuring seamless integration of transport safety, security and IEM, close coordination with all relevant internal and external stakeholders of all transport modes, and including relevant external government departments, law enforcement agencies, and private security organizations.

Key Responsibilities
  • Transport Security and Emergency Preparedness (TS&E) lead for the design, development and timely delivery of safe and secure transport projects, including but not limited to park & ride, guided transport systems, road traffic, and including transport modes to be introduced in the future, e.g. autonomous vehicles.
  • TS&E lead for the delivery of transport security and IEM policies across Qiddiya, including, but not limited to, all security and emergency policy, procedures and plans for all transport modes, and including incident response.
  • TS&E lead for thorough security risk assessments for all transport modes and assets, identifying vulnerabilities and overseeing proposed mitigation strategies.
  • Understand and ensure compliance with security and IEM doctrine and requirements of the D&B and O&M phases related to transport in Qiddiya, and support the collaborative resolution of misunderstanding or non-conformance issues.
  • TS&E lead for training and development, including but not limited to, maintaining competence and capability via Training Needs Analysis (TNA), covering transport security and IEM, ensuring accountability for follow-up actions, and demonstrating QIC as a ‘Learning Organisation’.
  • TS&E lead for ensuring the preparation of accurate and timely reports and presentations on traffic and transport security and IEM performance for senior management and stakeholders.
  • TS&E lead for all matters of governance and oversight and audits internally and externally, including the issue and conformity requirements associated with certification and licences to operate.
  • TS&E lead for event management, including but not limited to event planning, and internal and external collaboration, contingency planning and learning lessons Coordination & Stakeholder Management.
  • TS&E strategic lead in respect of all transport modes and master development design organizations.
  • TS&E lead in respect of District, Precinct, and Assets.
  • TS&E lead in respect of Contractors & Sub-Contractors and other 3rd parties.
  • TS&E lead in respect of Service providers.
  • TS&E lead in respect of Government entities, including but not limited to regulatory bodies.

Qualifications & Experience
  • Bachelor’s degree in transport security or closely related professional discipline (master’s preferred).
  • Minimum 8–10 years of experience in public transport or metro operations, with at least 3 years in a strategic role.
  • Strong experience of incident command at the strategic and tactical level.
  • Strong knowledge and experience associated with the understanding and application of relevant safety, security, and IEM standards, regulatory requirements, guidance and leading practice.
  • Strong knowledge and experience associated with the understanding and application of global leading practice in respect of operational control centers, fleet management systems, and passenger information technologies.
  • Excellent leadership, communication, and stakeholder management skills.
