Job Summary

The Director – Partnership Development will lead the identification, structuring, and management of strategic partnerships that enhance the business unit and Cities transport portfolio, capabilities, and market presence. The role is responsible for developing and implementing partnership frameworks with local and international entities to support growth, innovation, technology, and alignment with the Kingdom’s Vision 2030 mobility objectives.

Key Responsibilities
Strategic Partnership Development
  • Develop and implement a comprehensive partnership strategy to support business growth, diversification, and innovation in the transport sector.
  • Identify, assess, and negotiate strategic alliances with public and private entities, technology and innovation providers, investors, government organizations, and international operators.
  • Structure partnership models (e.g., joint ventures, PPPs, MOUs, strategic cooperation agreements) that create mutual value and support organizational objectives.
  • Align partnership initiatives with national strategies, regulatory requirements, and sector transformation programs (e.g., Vision 2030, National Transport & Logistics Strategy).
Business and Commercial Development
  • Identify and evaluate new business opportunities, commercial ventures, and market entry options with domestic and global partners.
  • Drive due diligence, financial analysis, and risk assessments for partnership proposals.
  • Support funding, investment, and transaction structuring efforts with finance and legal teams.
  • Develop business cases, proposals, and board presentations for strategic partnership initiatives.
Stakeholder Engagement
  • Build and maintain strong relationships with key government agencies, regulators, industry bodies, and international stakeholders.
  • Represent the organization in external forums, events, and negotiations to enhance visibility and credibility.
  • Coordinate cross-functional stakeholder engagement to ensure alignment between operations, legal, development, planning, finance, and technical departments.
Governance and Performance Management
  • Lead the wider Operations functional unit in the development of internal governance and planning.
  • Establish governance frameworks, KPIs, and performance tracking mechanisms for all strategic partnerships.
  • Monitor and evaluate partnership performance to ensure delivery of agreed outcomes and continuous value creation.
  • Ensure compliance with national regulations, corporate policies, and ethical standards.
Qualifications and Experience
  • Bachelor’s degree in business administration, Economics, Transport, Engineering, or related field (Master’s preferred).
  • Minimum 10-12 years’ experience in partnership development, strategic development, consultancy, planning, business development, or investment within transport, infrastructure, or mobility sectors.
  • Proven track record in structuring and managing partnerships or PPPs, ideally within Saudi Arabia or the GCC region.
  • Strong understanding of transport and logistics market dynamics, regulatory environment, and emerging technologies (e.g., e-mobility, logistics digitalization, smart transport).
  • Experience working with government agencies, regulators, and international partners, in particular those within Saudi Arabia
