About the Job

Below is the job description for the position of Director of Library Operations:

• Review feasibility studies to verify conceptual ideas for asset development, understand the motivations for establishing the project, and provide guidance on defining the scope of work for sector-specific assets.
• Coordinate appropriately with the Asset Activation Department at the Ministry of Culture to develop detailed designs for sector-specific assets and support in determining construction guidelines and requirements.
• Review the main development plan for sector assets, including the work plan, budget, phased plan, and implementation plan, highlighting areas for potential improvement.
• Support the Asset Activation Department in projects involving multiple sectors by preparing a final list of assets meeting sector needs, establishing engineering requirements, and recommending specialized companies when necessary.
• Supervise the execution of construction projects for public libraries and cultural centers, managing contractor selection and monitoring construction performance and outcomes.
• Ensure proper coordination with the Ministry of Finance through the Ministry of Culture to secure necessary funding for library and cultural center projects based on budget studies and financial plans, and oversee deviation reports.
• Review programs based on identified gaps in public libraries and cultural centers, and provide recommendations for modifications or termination.
• Ensure the provision of consulting services related to program development for public libraries and cultural centers, intervening when necessary.
• Review performance reports of public libraries and cultural centers and identify opportunities for improvement as needed.
• Implement inspection plans, review inspection reports, and assist in identifying and addressing issues faced by public libraries and cultural centers.
