Overview
The Director - Commercial is responsible for overseeing budget management, cost control, and comprehensive reporting for major transport infrastructure projects. This role will have strong expertise in various systems associated with reporting and forecasting including Power BI, PRISM or similar systems. This role ensures financial discipline, accurate forecasting, and detailed reporting to support strategic decision-making and project success.

- Develop, with relevant stakeholders, the Contracts budget in alignment with the organization\'s budgetary requirements to enable effective delivery of objectives.
- Lead commercial and financial management and reporting, collaborating with Directors to define objectives, track progress, and achieve targeted business outcomes.
- Identify trends and risks related to cashflow forecasting against cash expenditure targets; oversee contracting strategy implementation, contract administration and change management, and value engineering where applicable.
- Oversee preparation and monitoring of project budgets, cost forecasts, and cash flows, ensuring alignment with financial objectives and constraints.
- Provide leadership and guidance to projects for resolving difficult budgeting, reporting, and cost control problems.
- Develop and implement risk management plans in accordance with risk management policy, procedures, and processes; maintain risk management across projects and report on risk, issues, and opportunities at program and project levels.
- Endorse continuous improvement initiatives through updates to team activities, policies and procedures.
- Oversee support to development teams regarding disputes and contract interpretation to ensure effective negotiation and settlement of claims as needed.
- Coordinate with Projects and Project Controls to implement an effective controls system on budget, cost, report, risk and change management.
- Lead the development of procurement strategies and packages to support the central procurement team, providing recommendations and support as needed.
- Collaborate with project managers and other departments to ensure accurate and timely financial reporting.
- Lead implementation of policies, software and processes; lead stakeholder management on behalf of the commercial function; maintain consistent and standardized reporting practices.
- Mentor and develop a team of commercial and reporting specialists, fostering continuous improvement and professional growth.

Qualifications
- Bachelor\'s degree in Quantity Surveying, Commercial Management, Cost Engineering, Legal or related field.
- Professional Certifications (if required). Royal Institute of Chartered Surveyors preferred.
Experience
- 10–15 years on commercial construction delivery—ideally with contractor and consultancy experience and program-wide roles; experience with large commercial teams across multiple projects.
- Major program experience managing multiple projects, conflicting priorities, and stakeholders.
- Previous KSA/Middle East experience preferred.
- Experience leading Commercial Management of Major Projects in highly regulated, complex, matrixed environments with full project lifecycle involvement (bidding through Final Account).
- Subject matter expert in contracts, claims, and arbitration.
- Supports teams through business changes and provides strategic guidance to manage workload of a commercial and contract administration team in a deadline-driven environment.
- Excellent written and verbal English communication; ability to influence at senior levels.
- Knowledge of enterprise-level management software (e.g., Prism, SAP) and leadership skills to inspire large, diverse teams.
