Job Description:

We are seeking an experienced Department Manager for Strategic Planning to lead critical infrastructure and urban development initiatives. The ideal candidate will be responsible for:

Key Responsibilities:

  1. Develop and implement comprehensive five-year strategic project portfolios
  2. Manage project registration and stage-gate process
  3. Lead national and regional master planning efforts
  4. Review and approve capital investment plans
  5. Prioritise and align projects with strategic key performance indicators
  6. Coordinate with governmental departments and external stakeholders
  7. Develop capital expenditure plans for specialised programs
  8. Support cross-departmental strategic planning and coordination
  9. Assess organisational capabilities and recommend strategic workforce improvements
  10. Integrate geospatial data into centralised database platforms
  11. Develop knowledge transfer and on-the-job learning programs

Qualifications:

  1. Bachelor’s or Master’s in Engineering or Urban Planning from an accredited Western university
  2. Minimum 20 years experience in national/international development initiatives
  3. Proven track record of engaging with utility providers and stakeholders
  4. Extensive international work experience (Middle East experience preferred)
  5. Strong cultural understanding of regional project environments
