Job Description:

Parsons is looking for a proactive and detail-oriented Cost Engineer - Saudi National to join our team to assist in managing the cost control, estimation, and reporting for early works and relocations on our airfield and infrastructure project.

This role will support the senior cost engineers in ensuring that early-stage works, including site preparations, utility relocations, and temporary installations, are executed efficiently within the allocated budget. The ideal candidate will have experience in cost engineering within construction or infrastructure projects, with a focus on early works and relocations.

What You’ll Be Doing:

  • Assist in preparing cost estimates for early works, relocations, and site preparation activities.
  • Track and monitor costs during early works phases, ensuring that activities are completed within the assigned budget.
  • Assist in reviewing and validating contractor cost submissions and change orders for accuracy and alignment with project scope.
  • Support the development and management of cost budgets for early works and relocation activities.
  • Update and maintain cost forecasts to track project financial performance.
  • Report on cost performance, highlighting any deviations from the budget and suggesting corrective actions.
  • Assist in preparing monthly cost reports that track progress against the project budget.
  • Maintain accurate records of cost-related documentation, such as contracts, invoices, and change orders.
  • Support the preparation of cost breakdowns for specific early works and relocation tasks.
  • Assist in identifying cost impacts from scope changes, delays, or unforeseen circumstances.
  • Support the cost assessment of change orders and scope modifications related to early works and relocations.
  • Work with the project team to evaluate and process cost-related changes to the project schedule and budget.
  • Collaborate with contractors and subcontractors to ensure that costs for early works and relocations are within the approved budget.
  • Assist with the review of contractor pricing and invoicing to ensure compliance with contract terms.
  • Help coordinate with site teams to monitor the execution of early works and relocation activities and their impact on costs.
  • Identify and report potential cost risks related to early works and relocation activities.
  • Assist in the development of risk mitigation strategies to control costs and prevent budget overruns.
  • Support value engineering efforts to reduce costs while maintaining quality standards.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or related field.
  • At least 2 years of experience in cost engineering or quantity surveying, with a focus on construction, early works, or relocation activities.
  • Some experience with large-scale infrastructure or airport projects is beneficial but not required.
  • Basic understanding of cost estimating, budgeting, and cost control processes.
  • Familiarity with cost management tools (e.g., MS Excel, Procore, or similar software).
  • Strong attention to detail and organizational skills.
  • Ability to work effectively within a team environment and collaborate with contractors and project managers.
  • Excellent communication skills, both written and verbal.
  • Familiarity with construction or infrastructure project processes, particularly early works and relocations.
  • Knowledge of cost control and procurement processes in construction projects.
  • Understanding of construction schedules and their relationship with cost management.
