Job summary

A Saudi Governmental entity is seeking an experienced Consultant – Expert in Import and Export Control to provide consultancy regarding nuclear materials. This role involves developing regulations, enhancing national systems, and supporting capacity-building efforts. The ideal candidate will have significant experience in import/export control specific to nuclear items, along with a strong educational background in relevant fields.

Qualifications

  • 8–12+ years of experience in import/export control specifically related to nuclear materials, nuclear equipment, or dual-use items.
  • Proven experience working with national regulatory bodies, customs authorities, nuclear facilities, or international organizations.
  • Strong background in regulatory development, policy design, or implementing compliance frameworks.

Responsibilities

  • Development of regulations and regulatory guidelines related to import and export control of nuclear materials.
  • Enhancement of the national systems related to import and export control of nuclear materials.
  • Supporting human and technical capacity building in relation to import and export control.

Education

They are looking for an experienced Consultant – Expert in Import and Export Control to provide consultancy, support and knowledge transfer in import and export control of nuclear materials and nuclear‑related items.

Location: Riyadh, Saudi Arabia

Key Accountabilities
  • Development of regulations and regulatory guidelines related to import and export control of nuclear materials and nuclear‑related items.
  • Development of internal procedures and national systems related to import and export control of nuclear materials and nuclear‑related items.
  • Enhancement of the national systems related to import and export control of nuclear materials and nuclear‑related items.
  • Updating list of restricted items for nuclear use and dual‑use items.
  • Outreach to persons and authorized persons in relation to import and export control of nuclear materials and nuclear‑related items.
  • Regulatory authorization, oversight, and enforcement in relation to import and export control of nuclear materials and nuclear‑related items.
  • Review and assessment of documents related to import and export control of nuclear materials and nuclear‑related items.
  • Review and assessment of authorization applications for import and export of nuclear materials and nuclear‑related items.
  • Supporting human and technical capacity building in relation to import and export control of nuclear materials and nuclear‑related items.
  • Any other aspects related to import and export control of nuclear materials and nuclear‑related items.
Knowledge, Skills, and Experience
  • Bachelor’s or Master’s degree in Nuclear Engineering, Physics, International Security, Regulatory Affairs, or a related technical field.
  • 8–12+ years of experience in import/export control specifically related to nuclear materials, nuclear equipment, or dual‑use items.
  • Proven experience working with national regulatory bodies, customs authorities, nuclear facilities, or international organizations (e.g., IAEA, NSG, UN).
  • Strong background in regulatory development, policy design, or implementing compliance frameworks.
  • Hands‑on experience with reviewing and assessing authorization applications for import/export of nuclear and dual‑use items.
  • Knowledge of risk assessment, verification procedures, and enforcement mechanisms.
  • Strong analytical and assessment skills for reviewing technical documentation and authorization applications.
  • Ability to develop national regulations, internal procedures, and control systems.
  • Experience in capacity‑building programs and conducting technical training.
  • Strong communication skills for outreach programs with stakeholders and authorized entities.
  • Ability to support oversight, inspections, and compliance monitoring.
  • Excellent report writing and regulatory documentation skills.
