HR OFFICER

Location: KSA (Riedan / Riyadh / Dammam) Onsite

Job Summary

Our client is seeking a versatile professional (HR Officer, Site Officer Civil/Bio Technical Engineer, and Project Manager) to be based in the Kingdom of Saudi Arabia. The role will manage end to end HR functions (recruitment, payroll, employee relations, KSA labor law compliance), oversee onsite construction/commissioning activities (SBC, HSE, QA/QC, schedule control), and lead project delivery (planning, budgeting, risk mitigation, client communication) to ensure projects are completed on time, on budget, safely, and in full compliance with local regulations.

Key Responsibilities
  • Support recruitment (job postings, screening, interviews, onboarding).
  • Maintain employee records, HRIS (Bamboo HR/Workday), and GCC labor law compliance.
  • Manage payroll processing, benefits, leave & attendance tracking.
  • Handle employee relations: grievances, disciplinary actions, conflict resolution.
  • Implement HR policies, code of conduct, and ensure alignment with Saudi labor law (SA GOSI, Iqama, visa sponsorship).
  • Conduct orientation & training needs assessment; coordinate L&D programs.
  • Prepare HR metrics (turnover, headcount, cost to hire) and monthly reports.
  • Assist in performance appraisal cycles and career development plans.
Requirements
  • B.A./B.S. in HR, Business Administration, or related field.

SITE OFFICER (Civil Engineer or Bio Technical Engineer)

Location: KSA (Riedan / Riyadh / Dammam) Onsite

Key Responsibilities
  • Supervise day to day construction/commissioning activities.
  • Ensure compliance with Saudi Building Code (SBC), NEOM standards, HSE regulations.
  • Coordinate with contractors, consultants, and client representatives.
  • Monitor project schedule (Primavera/MS Project) and cost control.
  • Conduct site inspections, QA/QC checks (concrete, soil, material testing).
  • Maintain site logs, permits, method statements, and safety records.
  • Resolve technical issues; recommend design/engineering modifications.
  • Enforce PPE, safety briefings, and site housekeeping.
  • Prepare daily/weekly progress reports and KPI dashboards.
Requirements
  • B.S. in Civil Engineering or Bio Technical / Environmental Engineering.
  • PE (Professional Engineer) or equivalent (plus).
  • 5+ years hands on site experience (EPC, infrastructure, or building projects).
  • Familiarity with SBC, NEOM, KARAM standards (if applicable).
  • Proficiency in AutoCAD, Civil3D, Primavera P6, MS Project.
  • Strong HSE knowledge (OSHA, Saudi safety regulations).
  • Fluent English; Arabic advantageous.
  • Valid Saudi driving license; willing to relocate/travel.
  • Ability to read BOQs, drawings, and specs.
PROJECT MANAGER (Construction / Engineering)

Location: KSA (Riedan / Riyadh / Dammam) Onsite

Key Responsibilities
  • Plan, execute, and close projects on time, on budget, to quality & safety standards.
  • Develop project charter, WBS, detailed schedule (Primavera P6 / MS Project), cost estimate, risk plan.
  • Lead Site Officers, engineers, foremen, subcontractors, and client liaison.
  • Conduct kickoff, progress reviews, stakeholder updates (weekly/monthly reports).
  • Manage change orders, contract variations, and client expectations.
  • Ensure HSE compliance (zero incident culture) and adherence to KSA regulations (SBC, NEOM, SEAPA).
  • Oversee procurement, logistics, material delivery.
  • Track KPIs schedule variance, cost variance, safety index, earned value.
  • Obtain and maintain permits, approvals, and documentation.
Required Qualifications
  • B.S. in Civil/Construction/Structural Engineering (M.S. preferred).
  • PMP, PMIACP, PRINCE2 (advantage).
  • 8+ years progressive project management (largescale EPC, infrastructure, building).
  • Proven track record of multimillion USD projects in KSA/GCC.
  • Familiarity with Saudi building codes, NEOM standards, labor law.
  • Fluent English; Arabic helpful.
  • Proficient in Primavera P6, MS Project, BIM (Revit/Navisworks), costcontrol tools (CostX, Procore).
