Responsibilities

As a Principle Commercial Officer, you will be responsible for managing all the external business contracting activities by providing guidance and appropriate training on commercial, contractual and legal issues to influence and facilitate effective business decision making across the business.

This role will provide you with the opportunity to lead the management and negotiation of commercial agreements to meet business needs and to manage business risk and opportunities.

People Management

Support the team to fully adheres to all ISE and regulatory frameworks, polices, instructions and processes defined in the BMM

Support the delivery function’s deliverables are met and exceeded to the internal or external customer contracted requirements and agreed business plan

Timely resolution of any performance, grievance, legal, governance, quality, SHE, Security, disciplinary or other issues raised relative to their function

Prioritize available resources to meet the requirements of the business, identifying and recruiting key talent to meet the business requirements whilst ensuring the function’s labor costs remain within the budget

Provide clear top-down communication to the wider commercial team and bottom-up feedback to the Management

Set performance objectives and provide feedback on performance in line with ISE performance management system, agree and deliver new SLA targets covering commercial activity across the external business portfolio

Establish, sustain, coach and continually develop ISE commercial skills set

Planning and Strategy

Responsible for the development of ISE’s commercial approach for external business Customers and supporting the bid strategy; establish investment, resource budgets, plans, policies, systems, KPIs, key business processes and procedures that will achieve the strategic objectives and business plans of the company

Ensure implementation of agreed business plan across their function to agreed financial and performance metrics

Communicate ISE strategy and business plans to the function

Program Support (External Business – Business Development)

Own the commercial delivery across the external business portfolio, supporting CSR reviews and own the contractual performance. Support the following account actions:

  • Own the pricing for all program activity including building owning and running approvals
  • Monitor and communicate the contractual commitments as a route to contractual fulfillment
  • Account Management and stakeholder reviews to carried out to ensure alignment to the account team
  • Support the financial route to year end for the program understand any commercial changes and provide the appropriate mitigating plan
  • Management of the program changes, ensuring that all none contracted items are cover in the relevant contractual change process
Functional Capability

Support the Head of Commercial / Commercial Manager’s in managing an effective commercial organization with governing processes and procedures defined in the ISE BMM to ensure commercial integrity of all contracts and bids

Lead the team in the support of business winning, negotiations, contract award and project implementation through to project closure, ensuring that all commercial aspects in respect of the obligations and commitments agreed with Customers are met

Further the professional capability of ISE commercial function to meet and exceed all regulatory requirements

Contract Management

Lead the formulation and delivery of all commercial aspects of proposals/tenders for a diverse range of IT products and services, their approval through an authorization process, agreement with the Customers and subsequent launch and effective commercial management during project implementation

Lead the drafting of contracts and gaining of approval for entering into contract through the various functions (e.g., business winning, procurement, legal, finance, projects, QA and engineering)

Ensure that all ISE contracting is prosecuted under acceptable terms and conditions, ensuring that all risk is mitigated and where possible back to back with the procurement partners

Establish contract pricing to deliver returns consistent with ISE IBP

Manage all Customer contracts (Sales contracts) and work with the procurement team with respect of key Partners contracts (Purchase contracts) ensuring commercial management activities are performed in accordance with the contractual scope of work and other contractual requirements, with adherence to the gated process review cycle guidelines and mandates

Manage the contract launch activities, setting and releasing of budgets, supporting the procurement team with the supply chain activity. Manage the delivery of commercial reports and briefs along with inputs to Contract Status Reviews (CSRs), project reporting, and supplier performance metrics

Legal Management

Support the ISE’s legal team in providing services and solutions, across all ISE departments, to support and protect the value of ISE

Support the legal and procurement team to ensure suppliers selection and approval, whether competitive / non-competitive, is managed in accordance with ISE Process and Procedures (e.g. ethical trading, QA checks, legal and due diligence requirements)

Support the legal team in providing legal support to bids and projects at each stage of their life cycle, reputational and non-functional risk management, legal and regulatory compliance and governance, including Export Controls

Job Requirements:
  • Relevant Degree or equivalent and 8+ years commercial / procurement experience
  • Knowledge of business unit/commercial policies
  • An understanding and comprehension of Commercial Contracts & Law
  • Negotiating skills
  • Experience of dealing with domestic and international suppliers
  • Accredited or studying for the Chartered Institute of Purchasing and Supply (CIPS) or the International Association for Contracts and Commercial Management (IACCM) or equivalent qualifications.
  • Good understanding and application of the Functional Governance Manual.
  • Typically the job holder would be at IELTS 8
