Position: Civil Engineer

Location: Saudi Arabia

Project Name: NEOM PROJECT (The line)

Role Purposes

Primary duties of the Civil Engineer involve ensuring civil plans and design documents are in accordance with best practices, applicable codes and standards, and monitoring civil site activities to verify continuous compliance with approved plans, specifications and applicable codes and ordinances. Key Accountability and Activities

• Review engineering design documents and evaluate the design documents to ensure compliance with NEOM’s Engineering Codes and Standards.
• Lead the review and update of NEOM’s Engineering Codes and Standards for alignment with IBC, ACI, ASCE, AISC, PCI, PTI codes and standards and related best‑practice regulations to ensure safety and wellbeing for future smart cities.
• Review violations and applications for deviation from NEOM’s Engineering Codes and Standards and produce technical reports and recommendations.
• Contribute to the following activities regarding your area and multi‑disciplinary engineering areas (as applicable):
• Review, update and maintain NEOM’s Engineering construction specifications.
• Prepare engineering design guidelines.
• Assist in the further development and implementation of procedures and guidelines for the creation of NEOM’s Technical Standards and Codes approvals authority.
• Review manufacturer, vendor and supplier drawings and samples and perform technical prequalification analyses.
• Make presentations to team‑mates and NEOM sectors and departments.
• Lead and participate in technical workshops for NEOM employees.
• Support teammates to effectively improve team performance.
• Conduct inspection and monitor the day‑to‑day project progress of the structural elements within the project scope.
• Coordinate all issues related to the structure of the building within project scope with contractors for resolution.
• Assess deficiencies and participate in methods of repair.
• Monitor workflows and schedules with designated contractors.
• Attend coordination meetings for structural systems with Project Management Team, Commissioning and Facilities Management.
• Assist in making technical decisions.
• Evaluate work performed by contractors.
• Maintain records and report on a daily basis to the project manager.
• Witness all testing and commissioning.
• Monitor new construction and rectification of structural elements.

Requirements

Knowledge, Experienced, Qualifications:

• 10+ years proven Civil Engineering experience.
• Experience in performing design calculations and preparing design reports, construction drawings, and technical specifications.
• Strong commitment to safety, including following established Health and Safety protocols.
• Ability to succeed in a fast‑paced, dynamic environment, handling multiple project assignments and meeting strict deadlines.
• Excellent technical writing skills.
• Demonstrated skills in communication, good relationship building and interpersonal skills.
• Proficiency in English (required).

Knowledge

• Ability to read plans for building construction and detect deficiencies.
• Ability to review and interpret energy efficiency software programs.
• Knowledge of Building Information Modelling (BIM).
• Understand complex principles and techniques of building plan review.
• Knowledge of building construction materials and methods of construction.
• Knowledge of alternative materials and methods of construction.
• Ability to learn the latest techniques in building plan review technology.
• Ability to deal effectively and courteously with property owners, contractors and the general public.
• Skill in providing good customer service that enhances positive interactions with stakeholders.
• Understand how to effectively apply knowledge of the codes and construction procedures to plan review practices.
• Ability to quickly and independently learn new software and technological advances.
• Ability to multi‑task while working with tight deadlines and shifting priorities.
• Ability to analyse and define problems, identify alternative solutions, estimate consequences.
• Employ critical thinking skills to arrive at solutions and suggest improvements to processes proactively.
• Ability to clearly communicate and understand information in English, both verbally and in writing.
• Knowledge of computer software including Microsoft Office.
• Ability to establish and maintain effective and cooperative working relationships with those contacted during work.

Qualifications

Bachelor’s and / or higher degree in Civil Engineering from an accredited university.

• Professional Engineering / Licensed Civil Engineer.
• Membership in societies related to civil engineering such as the ACI, ASCE, AISC, PCI and PTI is preferred.
• Membership of the Saudi Council of Engineers (or obtain on commencement).

NOTE – Research and academic activities may be considered in lieu of years of industry experience.
