Job summary

HIresquad Resources PVt lTD is seeking an accomplished payments technology leader to design, integrate, and certify card products across multiple markets, including GCC/MENA.

The role covers end‑to‑end implementation, BIN setup, ICA assignment, and scheme certification, with emphasis on regulatory compliance (SAMA) and PCI‑DSS. You will work with issuers, fintechs, and digital wallets, oversee API integrations, and drive production readiness of card programmes.

Qualifications

• Bachelor’s degree in CS, IS, Engineering, or related field.
• 10+ years in payments tech, card issuing/processing & implementation PM.
• Proven track record delivering card launches across GCC/MENA.
• Deep knowledge of card management systems (PowerCARD, Way4, VisionPLUS, Cortex, Prime).
• Strong knowledge of SAMA regulatory framework.
• Fluent English; Arabic preferred.
• Immediate availability or within 30 days.
• Experience with ISO8583/ISO20022, 3DS, and digital wallets.
• Understanding of Shariah-compliant financial products (preferred).
• Experience with fintech/BNPL and greenfield card programmes (preferred).

The successful candidate will design, integrate, and certify card and payment‑scheme elements, ensuring regulatory compliance and security standards across multiple markets.

Key Responsibilities

• Implement end‑to‑end card technical solutions, including BIN setup, ICA assignment, and payment‑scheme certification.
• Provide direct experience with principal membership and ICA enablement with major card schemes.
• Integrate tier1 issuer processors and digital wallets/tokenisation (MDES, VTS, xPay).
• Maintain API‑based integrations, simulator and certification environments, and cloud‑native architecture.
• Ensure PCI‑DSS compliance and other security standards.
• Facilitate productionisation and ongoing support of card programmes.

Qualifications

• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field.
• 10+ years of experience in payments technology, card issuing/processing, and technical implementation program management.
• Proven track record delivering card product launches (credit, wallet, prepaid, commercial) across multiple markets, ideally GCC/MENA.
• Deep understanding of card‑management systems (e.g., PowerCARD, Way4, VisionPLUS, Cortex, Prime) and card lifecycle (issuance → authorization → clearing → settlement → disputes).
• Strong knowledge of the SAMA regulatory framework for card issuance and consumer finance licensing.
• Fluent English communication skills; Arabic proficiency preferred but not mandatory.
• Immediate availability or within a 30‑day notice period.
• Experience with ISO8583 / ISO20022 messaging standards, 3DS, and digital wallets (Apple Pay, Google Pay).
• Understanding of Shariah‑compliant financial products (preferred).
• Experience with fintech or BNPL companies and greenfield card programme launches (preferred).

Regulatory & Regional Expertise

• Familiarity with payments products, services, CIS processes, and scheme rules.
• Knowledge of SAMA regulatory framework and consumer finance licensing.

Tools & Platforms

• Project management: JIRA, Confluence, MS Project or equivalent.
• Testing and certification: Payment MIP, scheme simulators, API testing suites such as Postman and SoapUI.
