Overview

We are seeking a highly analytical and detail-oriented Business Development Specialist – Costing & Commercial Proposals to join our Business Development department. This role is critical in ensuring that our organization delivers accurate, competitive, and compliant commercial proposals in response to RFPs, RFQs, and tenders. The successful candidate will be responsible for developing the financial and commercial sections of proposals, including costing models, pricing strategies, and profitability analysis. Working closely with the Technical Proposal Specialist, BD Admin, and BD Manager, this role ensures that every proposal submitted is not only technically strong but also financially competitive and sustainable. This position requires someone who is bilingual (Arabic and English mandatory), has at least 3 years of proven experience in developing commercial proposals for government or semi-government clients, and who can thrive under pressure, working evenings or weekends when needed to meet submission deadlines.
