Responsibilities and Role

The incumbent will actively participate in preparing international donors’ governance tenders across regions and topics, under the supervision of the Senior PM and Head of Unit. Responsibilities include:

  • Business Development:
  • Identifying business leads and following up;
  • Tracking client requests for services, analyzing donors’ strategic plans and programs, and maintaining relations with clients at headquarters and field offices;
  • Conducting field identification missions in the region;
  • Negotiating terms with partner institutions (pre-bid, consortium, and service contracts);
  • Preparing expressions of interest.
  • Bid Management:
  • Researching for technical proposal development;
  • Managing proposal preparation, ensuring content and format consistency;
  • Developing work plans and coordinating among partners and bid writers;
  • Preparing project budgets and financial proposals;
  • Ensuring compliance with tender procedures and smooth contract processing.
  • Experts’ Recruitment:
  • Supporting expert search and identification;
  • Overseeing recruitment and negotiating terms;
  • Screening candidates and conducting interviews;
  • Evaluating profiles against Terms of Reference;
  • Negotiating financial terms and preparing proposal documents;
  • Supervising administrative aspects of expert workload.
  • Reporting:
  • Working with a high degree of autonomy under supervision.

Training and Education

University degree in Economics, International Development, International Relations, Social Development, EU Studies, Political Science, or equivalent. Post-graduate degree in international development with emphasis on social development is preferred. Proficiency in English (C1) and French (B2) is required; knowledge of Spanish is a plus.

Professional Experience

At least 3 years of experience in business development, particularly in preparing technical bids for donor-funded tenders, ideally EU-funded projects. Proven success in large international development tenders, familiarity with EU policies, and experience in structuring technical proposals in English and French are essential. Strong organizational skills, ability to meet deadlines, adaptability, and excellent communication are required. Knowledge of project management and EU procedures (PRAG) is advantageous.
