CASS Compliance Monitoring Manager (Safeguarding)

Ebury is seeking a highly motivated and detail-oriented Safeguarding / CASS ComplianceMonitoring Manager to play a crucial role in ensuring the robust protection of customer funds andadherence to relevant regulations, particularly concerning safeguarding requirements and, whereapplicable, the Client Assets Sourcebook (CASS) or equivalent local regulations.Based in our Madrid, Málaga or our Leon office, you will be responsible for establishing, maintaining, and overseeing the monitoring framework to safeguard and ensureCASS compliance across theorganization. You will work closely with various departments to embed a strong culture ofcompliance and ensure the firm meets its regulatory obligations.

Responsibilities:

  • Develop and Implement Monitoring Frameworks: Design, implement, and maintaincomprehensive monitoring programs to assess the effectiveness of safeguardingarrangements and, where applicable, CASS compliance across all relevant business areas.
  • Conduct Compliance Monitoring: Execute regular monitoring activities, including but notlimited to:
    ○ Reviewing and testing policies, procedures, and controls related to safeguarding and UK Client Money & Assets (CASS).
    ○ Analyzing transaction data and reconciliation processes to identify potentialbreaches or weaknesses.
    ○ Conducting thematic reviews and risk-based assessments of safeguarding andCASS compliance.
    ○ Performing on-site and remote reviews of operational processes.
  • Identify and Report Findings: Accurately document monitoring activities, findings, andrecommendations in clear and concise reports. Escalate significant compliance issues andpotential breaches in a timely manner to relevant stakeholders and senior management.
  • Track and Validate Remediation: Monitor the implementation of agreed-upon remediation plans to address identified weaknesses and ensure the timely resolution of compliance issues.
  • Provide Expert Advice and Guidance: Serve as a subject matter expert on safeguardingrequirements and, where applicable, Safeguarding rules and provide guidance and supportto relevant departments on their obligations.
  • Develop and Deliver Training: Contribute to the development and delivery of trainingprograms on safeguarding and CASS compliance to relevant staff to enhance awarenessand understanding of regulatory requirements.
  • Maintain Regulatory Awareness: Stay up-to-date with changes in relevant regulations,industry best practices, and regulatory expectations related to safeguarding and clientasset protection. Assess the impact of these changes on the firm's compliance framework.
  • Contribute to Policy Development: Assist in the development, review, and maintenanceof internal policies and procedures related to safeguarding and CASS compliance, ensuringthey align with regulatory requirements and best practices.
  • Liaise with Internal and External Stakeholders: Effectively communicate and collaboratewith internal departments (e.g., Operations, Finance, Legal, Compliance) and externalstakeholders (e.g., auditors, regulators) as required.
  • Contribute to Risk Assessments: Participate in the firm's risk assessment processes to identify and evaluate safeguarding and CASS-related risks.

About you:

  • Bachelor's degree in Finance, Law, Business Administration, or a related field.
  • Regulatory Knowledge: Deep understanding of safeguarding regulations and, ideally, CASS rules or equivalent local regulations and proven experience (typically 3-5 years) in a compliance monitoring role within the financial services or payments industry, with a strong focus on safeguarding requirements and, ideally, experience with CASS or equivalent local regulations.
  • Compliance Monitoring: Proven ability to design, implement, and execute effective compliance monitoring programs.
  • Risk Assessment: Understanding of risk management principles and their application to safeguarding and CASS compliance.
  • Analytical Skills: Ability to analyze data, identify trends, and draw meaningful conclusions.
  • Report Writing: Excellent ability to document findings and recommendations in clear and concise reports.
  • Communication Skills: Strong written and verbal communication skills, including the ability to present information effectively to different audiences.
  • Attention to Detail: High level of accuracy and meticulousness in reviewing information.
  • Problem-Solving: Ability to identify and analyze issues and propose effective solutions.
  • Stakeholder Management: Ability to build and maintain effective working relationships with internal and external stakeholders.
  • Integrity and Ethics: Strong ethical principles and a commitment to maintaining confidentiality.
