JOB PURPOSE
As a Program Manager at Emovis, you will lead the execution and delivery of large-scale, multi-project programs in the tolling and urban mobility domain. You will be the ultimate owner of the program's contractual delivery, ensuring alignment with business objectives, client satisfaction, financial performance, and operational excellence. This role is pivotal in managing end-to-end programs—from contract signature through to system acceptance and post-implementation support transition—across multiple countries and diverse cross-functional teams.
The Program Manager will lead the project and will drive and manage, following a Project Management Methodology (PMP or Prince2). Our core domain is in Electronic Toll Collection Systems (ETCS), Road User Charging (RUC) systems, and other mobility solutions for the client. Knowledge in any of these areas is desired but not mandatory.
This role is based in Barcelona, Spain, with a hybrid working model.
RESPONSIBILITIES
Program Ownership :
- Own the entire program lifecycle, including planning, execution, contract management, risk mitigation, and client delivery across multiple concurrent projects.
Client Relationship & Contract Delivery :
- Serve as the senior point of contact for the client, with full responsibility for the contractual commitments, change management, and ongoing relationship throughout the duration of the program. Full ownership of subcontractors and partners contractual relationship.
Strategic Execution & Financial Accountability :
- Drive financial results, including cost control, risk / opportunity tracking, cash flow, and margin optimization. Ensure program decisions are aligned with Emovis' strategic and financial goals.
Cross-functional Leadership :
- Coordinate internal and external teams, including technical, civil works, software development, procurement, and operations. Ensure strong collaboration across business units, subcontractors, and global delivery teams.
Governance & Reporting :
- Establish program governance, monitoring KPIs, milestones, and resource planning. Deliver consistent and clear reporting to internal stakeholders and executive management.
Risk & Opportunity Management :
- Implement robust risk identification, escalation, and mitigation strategies. Identify and leverage opportunities for contract growth or optimization throughout the program lifecycle.
Program Delivery Excellence :
- Oversee delivery of systems including software platforms, roadside hardware, and customer service components. Ensure programs are delivered on time, within scope, and meet quality standards and contractual commitments.
- Contribute to program scoping and solution definition in RFP processes. Assess requirements from Toll Authorities or public agencies and participate in bid strategy and proposal development.
REQUIREMENTS
Education & Qualifications
- Bachelor’s or Master’s degree in Engineering, Computer Science, or a related technical field.
- MBA, PMP, or equivalent program management certifications are highly desirable.
Experience & Skills
- 10+ years of experience in large-scale program or portfolio management, in similar domains.
- Proven track record managing complex multi-stakeholder programs across multiple geographies.
- Demonstrated financial and contractual acumen, including P&L responsibility, forecasting, and managing contract variations.
- Strong negotiation, client-facing, and leadership capabilities.
- Deep understanding of project management methodologies (PMP, Prince2) and tools (MS Project, dashboards, financial tracking).
- Fluent in English; Spanish or French is a strong plus.
Desired Experience
- Experience delivering End-to-End mobility technology solutions (ETCS, RUC, Smart Mobility).
- Knowledge of infrastructure projects involving roadside equipment, civil works, or urban mobility.
- Familiarity with public sector procurement and working with government agencies or concessionaires.
- ISO, Quality, or Health & Safety knowledge is a plus.
