Job Summary
Provide legal expertise in managing taxpayer appeals and litigation arising from tax assessment decisions. The role supports the review of objections, prepares legal positions for appeal cases, and represents the authority before relevant committees and administrative courts. The Legal Tax Counsel ensures that all appeal and litigation processes are legally sound, timely, and aligned with Qatar’s tax laws, administrative procedures, and judicial standards.

Key Responsibilities

  • Review taxpayer appeals and objections to tax assessments.

  • Conduct legal and procedural assessments of appeal cases, ensuring compliance with tax law and administrative requirements.

  • Prepare legal memoranda outlining positions, justifications, and recommended outcomes.

  • Advise on reduction or adjustment of penalties where legally appropriate.

  • Represent in Tax Grievance Committee hearings.

  • Manage litigation proceedings before the Administrative Court of Appeal.

  • Draft pleadings, submissions, and defense arguments.

  • Liaise with external counsel for specialised litigation support when required.

  • Collaborate with audit, policy, and data departments for case preparation.

  • Ensure notifications and case decisions are issued within statutory deadlines.

  • Maintain comprehensive case records with confidentiality.

  • Prepare reports and statistics on appeals and litigation outcomes.

  • Monitor legal developments in Qatar and GCC to update litigation strategies.

Qualifications & Experience

  • Bachelor of Law (LLB) from a recognised university.

  • Master of Law (LLM) in Taxation, Commercial Law, Administrative Law, or International Law preferred.

  • Licensed to practice law in Qatar or eligible for licensing.

  • 6–8 years’ legal practice experience in Qatar, with focus on taxation, commercial, or administrative law.

  • Experience litigating or advising on tax disputes (Income Tax, Capital Gains, Withholding Tax, Excise, or VAT).

  • Experience advising government entities, regulators, or Ministry of Finance in Qatar/GCC.

  • Familiarity with Qatari tax law, GCC VAT Framework Agreement, and double taxation treaties.

  • Strong ability to draft and interpret laws, regulations, and ministerial decisions.

  • Practical experience in pleadings and representation before Qatari courts and committees.

  • Knowledge of tax treaties, cross-border structuring, and transfer pricing principles.

  • Legal research and writing skills in Arabic and English.

  • Strong negotiation and stakeholder engagement skills.

  • Fluency in Arabic mandatory; English preferred.
