Talent Leaders is offering a pivotal role in Doha, Qatar, for an experienced Procurement Officer to lead end-to-end procurement and tendering within a formal public-sector framework.

You will manage requisitions through to contract handover, ensuring compliance with Qatar regulations and internal policies. Immediate joining is required for a professional with 10+ years of government procurement experience and ERP systems proficiency.

Qualifications

• Bachelor's degree in business or related field.
• 10+ years progressive procurement experience including end-to-end tendering.
• Experience with government or semi-government entities in Qatar.
• Knowledge of Qatar tendering and procurement regulations and audit requirements.
• CIPS Level 4 Diploma or above (MCIPS preferred), or CPSM; CPPO/CPPB also considered.
• Strong negotiation, evaluation and contract administration skills.
• ERP/e-procurement systems such as SAP, Oracle or Microsoft Dynamics.
• Excellent written and spoken English; Arabic an advantage.
• Based in Qatar with transferable sponsorship and NOC available.
• Available to join immediately.

Responsabilités

• Manage the full procurement cycle for goods, services and works from requisition to contract award.
• Prepare and issue tender documents, RFQs and RFPs; manage clarifications and bid submissions; run tender opening and evaluation.
• Coordinate tender and procurement committees; prepare evaluation reports and award recommendations; maintain audit trails.
• Ensure compliance with Qatar procurement legislation, internal policies, approval limits and delegation of authority.
• Source, prequalify and maintain supplier database; evaluate supplier performance.
• Negotiate prices, terms and conditions; support contract drafting and administration.
• Track purchase orders, deliveries and contract milestones; resolve supplier issues with internal departments and finance.
• Prepare annual procurement plans with user departments; support budget alignment and spend reporting.
• Maintain procurement records and documentation for audits.
• Use ERP/e-procurement systems to process requisitions, tenders and purchase orders.
