Overview
We are seeking a dynamic Project Technical Manager to assist the Program Manager in managing the delivery of multiple technology subsystems across multiple smart city applications. The role requires a blend of project management leadership, technical acumen, and client‑facing communication skills to coordinate delivery from both internal and external stakeholders.
Key Responsibilities
- Act as the client‑facing technical lead for the delivery and integration of smart city applications, ensuring alignment with client needs and expectations.
- Support the Program Manager in planning, execution and monitoring the delivery of the software subsystems, such as Property Management Application, Land Developer Management Application, Smart Car Parking Application, Citizen Application.
- Work closely with the subsystem teams to develop project schedules, track progress, and ensure subsystem milestones align with the master project plan.
- Manage internal and external dependencies to guarantee timely delivery and integration of technology components.
- Drive regular coordination meetings, progress reviews and issue‑resolution sessions with all stakeholders.
- Manage the project scope, collect client business requirements and translate them into clear technical requirements and project deliverables.
- Evaluate solution proposals from subsystem teams and provide recommendations based on technical feasibility and alignment with business objectives.
- Provide technical leadership and review subsystem architecture, data flows, and interface specifications for all smart city applications and subsystems.
- Ensure that all subsystems align with the overall architecture and integrate smoothly with other systems, while complying with performance, security and interoperability standards, meeting all required regulatory and compliance guidelines.
- Review technical documents, deliverables, and compliance reports from subcontractors and vendors.
- Manage internal teams and external partners to ensure quality, schedule, and budget adherence throughout the project lifecycle.
- Track subcontractor performance, drive issue escalation, and resolve challenges in collaboration with engineering leads and vendors.
- Maintain documentation for compliance, inspection, and audit readiness.
- Provide ongoing technical support to resolve any issues quickly and ensure smooth operations.
Qualifications & Education
- Bachelor’s or Master’s degree in Computer Science, Software Engineering, or a related field.
- Certified PMP or equivalent preferred.
Professional Experience
- 5+ years of experience in project or technical management roles.
- Proven background in software systems, cloud‑based solutions, and mobile/web portal development.
- Experience smart city application or platform projects.
- Prior experience in Qatar or GCC region strongly preferred; familiarity with Qatari Diar standards and local authority coordination is highly desirable.
Technical Skills
- Strong understanding of Software Development Lifecycle (SDLC), agile methodologies, and DevOps practices.
- Mobile and web app architectures (React, Flutter, Angular, iOS/Android).
- Cloud platforms (Google Cloud, AWS, Azure) including security, scalability, and integration practices.
- RESTful APIs, microservices, containerization (Docker/Kubernetes), and CI/CD pipelines.
- Excellent understanding of systems integration and multi‑vendor environment management.
- Familiarity with project management and tracking tools (Primavera, MS Project, Jira).
