Offshore Construction Supervisor

Start Date: ASAP

End Date: Dec 2026

Location: Doha, Qatar

Work Status: OFFSHORE, rotational - Single status

Schedule: 28 days ON / 28 days OFF

Qualifications and Experience
  • Relevant technical and industry experience in Oil and Gas operations, relevant trade qualification or international certificate or high Diploma/degree or equivalent to a related field with a minimum of 15 years’ experience in Offshore Oil and Gas Industry.
  • Advanced skills and knowledge of Campaign/Shutdown Management techniques preferably in the petrochemical, refining, Oil & Gas exploration and/or production industries.
  • Awareness/basic use of planning software tools i.e. Primavera P6, MS Project.
  • Ability to interpret and review P&IDs, isometrics, vessel GA drawings, and offshore piping layouts.
  • Excellent planning, organizational and communication skills.
  • Solid leadership skills and ability to work in a multi-disciplined and multi‑cultural environment.
  • Fluent in English (listening, writing and speaking) and its technical vocabulary.
  • Self‑starter and able to work with minimal supervision.
  • Software: MS Office, SAP, EDMS, etc.
  • Offshore safety certifications (BOSIET, H2S, T-BOSIET).
  • Medically fit to work on offshore oil & gas installations.
  • Strong commitment to safety and quality assurance.
Accountabilities
  • Ensure compliance with company Incident Free culture, Health and Safety and environment policy, delivering Incident Free Shutdown.
  • Manage the preparation and execution teams for construction activities offshore, of up to 60 Contracted Supervisors, Foremen & Multi‑skilled Technicians.
  • Prepare construction works with the Project Team.
  • Plan for resources, equipment, tools, consumables, … required for the construction activities offshore.
  • Maintain daily communication with onshore coordinators to ensure and report timely preparation and execution.
  • Implement necessary actions to guarantee objectives are achieved.
  • Provide daily reports to and via the Construction Department Construction Coordinator.
  • Accountable for the safe delivery of works execution at site for E & C.
  • Contribute to the development of the level 4 plans to maintain critical path.
  • Deliver offshore works with zero punch items.
Activities
HSE
  • Adhere to Industry HSE policy, contributing to meeting the HSE objectives of the E & C.

Participate to the preparations of the offshore construction activities with the Project Team :

  • Plan the works in accordance to prioritization agreed with the Construction Lead, based on emergency, safety, production and future development critical needs.
  • Participate to the risk analysis as required for the good performance of the works.
  • Participate to detailed design reviews with the Engineering Department of E & C to ensure the constructability and hook ability aspects of the works.
  • Check the constructability aspects of the deliverables (Work packs) provided by the Engineering.
  • Participate in HAZID’s and Risk Assessments when required.
  • Ensure the Job Safety Analyses are prepared timely for validation by the OIM.
Work Preparation
  • Participate in Construction Kick Off and preparation meetings.
  • Participate in and contribute to meetings and workshops related to preparation as required.
  • Assist FOP with preparation of isolation plans and related material requirements.
  • Coordinate production & approval of lifting plans.
  • Ensure required procedures are prepared and available prior starting the works offshore.
  • Identify requirement for external services and coordinate the mobilization with onshore Construction Coordinators.
  • Prepare the Permit To Works.
  • Organize site surveys as required for the preparation of the works.
Logistics, Materials, Contracts
  • Ensure equipment, materials, consumables and spares are defined / identified in the Work Orders. Track their availability status with the assistance of the Material Coordinator.
  • Ensure mobilization of materials, equipment and personnel is achieved as per plan.
Planning
  • Provide support to the Project Engineers and/or Construction Coordinators with the preparation of construction plans.
  • Input to the Level 4 schedule inclusive of the mobilization and demobilization of all offshore personnel, materials and equipment.
  • Provide input and participate as required in 5‑year to 4‑month campaign planning cycle including development of work lists.
  • Ensure that manpower and accommodation requirements (labor, supervision, contractors and equipment specialists) are forecast and implemented.
Execution
  • Conduct daily safety tours, toolbox talk audits and ensure all safety issues are reported through site management in a timely manner.
  • Manage the Permit To Works.
  • Personally lead offshore Construction Teams to ensure safe and timely implementation and execution.
  • Report progress daily and escalated blockers immediately to ensure critical path is maintained.
  • Communicate on daily basis with the FOP entity offshore (OIM, OTL, …) with regards to the works ongoing for E & C Construction activities.
  • Ensure that the resources and organisation from Contractor are adequate with regards to the workload.
  • Review and sign‑off contractors timesheets.
  • Co‑ordinate with QA leader for all quality matters (including sign off of MC packages).
  • Deliver a consistent dossier (precom/com dossiers, red‑mark‑up drawings, …) to the E & C Commissioning Supervisor and/or Construction Engineer Coordinator for the offshore construction activities.
  • Assist the offshore Commissioning Team as needed.
  • Deliver the construction in respect of the scope, quality and budget (man‑hours) as planned by the Construction Lead.
Post‑campaign Activity
  • Compile construction execution data and contribute to the project close‑out report in conjunction with onshore‑based Construction Coordinator and Project Engineers.
  • Provide details for as‑built dossiers with Contractors/Subcontractors inputs from Offshore Construction Team.
  • Provide feedback for cost realization of the projects.
  • Participate to the Lessons Learned review meeting with stakeholders.
  • Ensure Work Orders are closed.
  • Archive the construction preparation documentation for future reference.
  • Contribute to the close‑out dossier at the end of the project, as well as to participate to REX and Lessons learned for the Company.
