Job description
Introduction
  • The Head of Project Engineering (OFFSITE) is responsible for overseeing the engineering design and execution carried out by the Contractor and its Sub-contractors, ensuring the quality of the design meets project milestones and budget.
  • The role involves leading and coordinating project activities between Onplot Project Management Teams to ensure detailed design deliverables are executed on schedule to support procurement, construction, and commissioning.
  • This position also drives the Contractor's performance based on key performance indicators (KPIs) and ensures that all engineering deliverables are integrated with other project groups to support overall project execution.
  • Role is responsible for (1) the seamless execution of all Project Engineering activities within the Onshore Project Team (Offsites) (2) Risk Management (assessment, identification of risk mitigation strategies and the development of fit for purpose solutions) (3) Development of Engineering Execution Plans (sequencing, prioritization, resourcing) to support the overall execution objectives of the NFS Onshore Project (Process).
  • Major challenges are (1) the management of conflicting priorities and views amongst multiple stakeholders (2) resourcing the organization with sufficient high quality resources to achieve quality, safety and schedule objectives (3) managing the large scope of work efficiently (4) interfacing and co‑ordinating multiple groups to ensure problems and opportunities are prioritised and addressed efficiently (5) ensuring that ad‑hoc and short notice requests for engineering support are handled in an efficient and timely manner.
What are you going to do
  • Leads key multi‑discipline activities within the PMT Onplot Project Management via the Offsite Delivery team and coordinates with the contractor the execution of engineering, procurement and construction activities to meet milestones and stay within budget.
  • Coordinates project management activities including schedule analysis, risk monitoring, fabrication tracking, mechanical erection, SDR monitoring, early intervention, etc., to other critical packages as determined by Project Management, in order to meet project objectives.
  • Supports Engineering, Procurement, Construction and Commissioning to ensure plans are clearly understood by the CONTRACTOR and PMT and jointly working as a team to drive to key milestones to support execution sequence.
  • Ensures execution plan is monitored using the relevant KPIs to detect deviations and enable early intervention if necessary and communicates the execution performance in his area of responsibility through weekly and monthly Delivery reports, leveraging on the aforementioned KPIs.
  • Understands interdisciplinary dependencies to be able to make judgements on overall project management decisions having multi‑discipline impacts.
  • Applies risk management techniques to facilitate decision making.
  • Communicates key technical issues and risks to management to facilitate decision making.
  • Upholds the Onplot Project Safety Program (Ihtimam) principles and conduct all activities in a safe and efficient manner in accordance with company policies and procedures, ensuring the welfare of personnel and the protection of assets and the environment at all times.
  • Moreover, takes a leadership role in the implementation and adoption of the Project's safety culture for all teams within the area of responsibility.
  • Participates in Safety Walks and other similar Site initiatives.
  • Has a clear understanding of the change management process and leads the team to document, justify and manage risks associated with design change.
  • Evaluates, recommends and where necessary, participates in equipment testing at Vendor's factory, site visits as required, visits to Contractor's fabrication workshops, assessing Contractors' performance, monitoring progress against agreed project milestones, metrics, schedule, safety, and quality standards to ensure safe and timely execution of work activities.
  • Provides leadership to drive decisions for multi‑discipline issues to progress the execution of the project.
  • Drives alignment and decision making between stakeholder groups.

Essential skills and knowledge
  • Bachelors' Degree in science or Engineering
  • 10 years experience in Oil & Gas industry with a strong background in detailed engineering management of Major Oil & Gas Projects, preferably experience on a major LNG project including 1 year experience in a supervisory role, including acting roles, or oversight of contractor / sub‑contractors / service / vendor personnel.
  • Experience with engineering leadership, leading multi‑discipline activities and well‑versed in design safety aspects of engineering.
  • Experience with risk assessment approach to decision making.
  • Experience with LNG facilities.
  • Experience with large process units design.
  • Experience working with major Contractors in a Lump Sum environment.
  • Demonstrates sound written and verbal communication skills with the ability to lead and communicate at all organisational levels.
  • Demonstrates ability and sensitivity to work with people from a variety of cultural backgrounds.
  • Field engineering experience is desirable.
  • Technical background as a discipline engineer and experience as a Project Engineer, Field Engineer.
  • Good teamwork and facilitation skills.
  • Good analytical, organisational and problem‑solving skills.
  • Risk management experience.
