Job Purpose

The Head of Construction will oversee all construction activities at plant sites, ensuring projects are delivered on time, within budget, and in compliance with technical specifications and legal regulations. The role is responsible for maintaining high standards of safety, quality, and efficiency, while supporting the organisation's strategic growth plans.

Key Responsibilities
Construction Project Management
  • Lead and manage all construction projects, ensuring adherence to timelines, budgets, and technical specifications.
  • Oversee day-to-day operational aspects, liaising with contractors and subcontractors to maintain quality and efficiency.
  • Monitor project progress and provide weekly and monthly reports to senior management, highlighting key issues and developments.
  • Conduct contractual and technical meetings with contractors, developers, and business partners to ensure effective collaboration.
Compliance and Quality Assurance
  • Ensure all construction activities comply with organisational standards, legal regulations, and safety requirements.
  • Identify and resolve technical or managerial issues to maintain smooth project execution.
  • Maintain accurate documentation of construction activities, including contracts, progress reports, and compliance records.
Business Support and Team Leadership
  • Assist senior management in developing strategic construction plans aligned with organisational objectives.
  • Lead and develop the construction team, promoting high performance and continuous improvement.
  • Build and maintain strong relationships with internal and external stakeholders, ensuring their expectations are met.
Strategic Contribution
  • Ensure divisional strategies are effectively cascaded into operational plans and integrated with other functions.
People Management
  • Set objectives, manage performance, and motivate the team to achieve departmental goals.
  • Oversee talent development initiatives to ensure the availability of skilled personnel for business requirements.
Financial Management
  • Prepare and monitor departmental budgets and financial performance, identifying opportunities for cost optimisation and efficiency improvements.
Policies, Systems, and Procedures
  • Develop and implement departmental policies, systems, and procedures to ensure compliance, consistency, and quality.
  • Lead continuous improvement initiatives and adapt processes to meet global standards and evolving business needs.
Reporting
  • Ensure timely preparation of accurate departmental reports that meet organisational standards and support decision-making.
Qualifications and Experience
  • Bachelor's degree in Civil Engineering or a related discipline (MBA is optional).
  • Minimum 10 years of relevant experience, including at least 4 years in senior managerial roles.
  • Proven leadership and people management skills.
  • Strong analytical and problem-solving capabilities.
  • Knowledge of the power, energy, and water sectors, including emerging trends and technologies.
  • Fluent in English; Arabic language skills are advantageous.
  • Excellent relationship-building, negotiation, and conflict-resolution skills.
  • Ability to collaborate effectively with senior executives, teams, and external partners.
  • Familiarity with Qatar and GCC cultural and business environments.
