Job summary

Norconsult Telematics seeks an experienced Fibre Network Planning engineer to own end-to-end fibre network planning for a long-distance project in Damascus Governorate, Syria. You will plan routes, capacity, ODF connectivity, and ensure alignment with service needs and downstream transport/IP planning.

You will coordinate with civil works, field teams, and vendors to validate routes, maintain accurate records, and enforce naming conventions and documentation standards.

Qualifications

• Bachelor's degree in Telecommunications, Electrical Engineering, or a related field.
• 8+ years of experience in fibre network planning or related fields.
• Experience with GIS, fibre inventory platforms, and network design tools.
• Fluency in both Arabic and English is mandatory.

Responsibilities

• Develop fibre network plans covering backbone, metro, access, inter-site connectivity, route diversity, and PoP/site interconnections.
• Perform capacity planning, fibre core allocation, and utilisation forecasting across the network.
• Analyse existing fibre inventory, GIS records, duct/route data, ODF records, splice diagrams, and field survey outputs.
• Prepare route plans, fiber allocation plans, cable and core utilisation views, ODF/patching requirements, and diversity assessments.
• Coordinate with civil works, field survey, implementation, operations, and vendor teams to validate routes, distances, feasibility, and access requirements.
• Ensure fibre plans support DWDM, IP/MPLS, enterprise, wholesale, and critical service requirements.

Job description

This position is on-site based in Damascus Governorate, Syria.

Position Objective:

Own end-to-end fibre network planning for the project of a long-distance network.

Plan and validate fibre network routes, topology, capacity, splicing, ODF connectivity, route diversity, and implementation-ready fibre records for the project, ensuring alignment with service requirements and downstream transport/IP planning needs.

Job Description & Responsibilities:

• Develop fibre network plans covering backbone, metro, access, inter-site connectivity, route diversity, and PoP/site interconnections.
• Perform capacity planning, fibre core allocation, and utilisation forecasting across the network and ensure good Fiber planning deliverable acceptance rate.
• Analyse existing fibre inventory, GIS records, duct/route data, ODF records, splice diagrams, and field survey outputs to identify gaps and constraints.
• Prepare route plans, fiber allocation plans, cable and core utilisation views, ODF/patching requirements, and diversity assessments.
• Coordinate with civil works, field survey, implementation, operations, and vendor teams to validate routes, distances, feasibility, and access requirements.
• Ensure fibre plans support DWDM, IP/MPLS, enterprise, wholesale, and critical service requirements.
• Define and enforce naming conventions, route identifiers, fibre core assignments, splice references, and documentation standards.
• Support reconciliation of planned fibre records with physical inventory, as-built documentation, and circuit data.
• Identify fibre risks including single points of failure, insufficient capacity, inaccurate records, route conflicts, or missing evidence.
• Maintain planning trackers and deliver clean datasets for inventory update, implementation, and reporting.
• Strong stakeholder management and practical communication with technical and non-technical teams.
• High attention to detail, quality mindset, and structured documentation habits.
• Ability to work under delivery pressure while maintaining accuracy and governance.
• Strong problem-solving skills and ownership of assigned deliverables.
• Collaborative mindset across planning, engineering, operations, rollout, and vendor teams.
• Proficiency in both Arabic and English is mandatory.

Qualifications & Experience:

• Bachelor's degree in Telecommunications, Electrical Engineering, or a related field.
• 8+ years of experience in fibre network planning, OSP/ISP design or fibre inventory engineering.
• Experience with telecom GIS, fibre inventory platforms, network design tools, and structured planning datasets.
• Hands-on experience on route planning, diversity, and capacity planning.
• Experience working with multi-site field teams, contractors, and implementation vendors.
• Fluency in both Arabic and English is mandatory.
• Fiber optic design and/or installation certification preferred.
• FTTx/OSP planning certification preferred.
• GIS or telecom inventory platform training is an advantage.
