Accountable for proposal management, including preparation, review, submission, and discussions with clients.
Accountabilities
- Assist in developing the Proposal Plan and review the Enquiry Summary.
- Co-organize and hold the bid kick-off meeting.
- Carry out Risk Assessment during the pre-bid stage.
- Prepare the BoD paper/resolution, if needed.
- Define the bid cost structure with support from the O&IE Estimator.
- Manage interfaces with all Qatar Shipyard Technology Solutions departments, partners, and clients.
- Review the scope of work approval for each party involved in the bid.
- Review the cost estimate developed by the O&IE Estimator.
- Identify necessary pre-bid agreements.
- Review and approve the cost estimate for internally performed activities developed by the O&IE Estimator, based on evaluations from other technical departments.
- Review and discuss the preliminary project cash flow with the Shipyard Finance Manager.
- Review and endorse the project organization, schedule, execution plan, and resources plan developed by the Operations coordinator.
- Integrate proposal packages and reconcile discrepancies.
- Prioritize wellbeing and maintain a safe, healthy work environment by adhering to health & safety protocols and participating in wellness programs.
- Prepare, obtain department approval, and submit the proposal to the client.

Qualifications, Experience, and Job Skills
Qualifications:
- A Degree or Diploma in Naval Architecture, Marine Engineering, Mechanical Engineering, or a relevant Certificate of Competency (Marine Engineer Officer) Class 1 (Motor Ship) or equivalent.
- Alternatively, experience in onshore and industrial engineering fabrication, design, and construction activities.
