Job description

Accountable for proposal management, including preparation, review, submission, and discussions with clients.

Accountabilities

  1. Assist in developing the Proposal Plan and review the Enquiry Summary.
  2. Co-organize and hold the bid kick-off meeting.
  3. Carry out Risk Assessment during the pre-bid stage.
  4. Prepare the BoD paper/resolution, if needed.
  5. Define the bid cost structure with support from the O&IE Estimator.
  6. Manage interfaces with all Qatar Shipyard Technology Solutions departments, partners, and clients.
  7. Review the scope of work approval for each party involved in the bid.
  8. Review the cost estimate developed by the O&IE Estimator.
  9. Identify necessary pre-bid agreements.
  10. Review and approve the cost estimate for internally performed activities developed by the O&IE Estimator, based on evaluations from other technical departments.
  11. Review and discuss the preliminary project cash flow with the Shipyard Finance Manager.
  12. Review and endorse the project organization, schedule, execution plan, and resources plan developed by the Operations coordinator.
  13. Integrate proposal packages and reconcile discrepancies.
  14. Prioritize wellbeing and maintain a safe, healthy work environment by adhering to health & safety protocols and participating in wellness programs.
  15. Prepare, obtain department approval, and submit the proposal to the client.

Qualifications, Experience, and Job Skills

Qualifications:

  • A Degree or Diploma in Naval Architecture, Marine Engineering, Mechanical Engineering, or a relevant Certificate of Competency (Marine Engineer Officer) Class 1 (Motor Ship) or equivalent.
  • Alternatively, experience in onshore and industrial engineering fabrication, design, and construction activities.
