Black & Grey HR is recruiting for an established technology solutions and services provider in Doha, Qatar. Our client is seeking an experienced Contracts & Procurement Manager who will be responsible for leading and optimizing the organization's end-to-end Contract & Procurement function. This role is responsible for securing high-quality goods and services at optimal costs, managing strategic supplier relationships, and ensuring all contracts and procurement activities support the company's strategic goals, comply with regulatory standards, and drive operational excellence.

Key Responsibilities

Contract Management

  • Draft, review, and administer contracts with customers, suppliers, and vendors.
  • Negotiate terms, conditions, and pricing to secure favorable and sustainable agreements.
  • Monitor contract performance and ensure adherence to all agreed-upon terms.
  • Oversee contract lifecycle processes, including renewals, amendments, and terminations.

Procurement Management

  • Develop and execute strategic sourcing and procurement strategies to meet business objectives and achieve cost savings.
  • Ensure all procurement activities adhere to company policies, legal standards, and ethical practices.
  • Lead the supplier selection process, including RFPs and RFQs, and conduct negotiations to secure optimal value.
  • Oversee the procurement process to guarantee the timely delivery of goods and services.

Supplier Relationship Management

  • Cultivate and maintain strong, strategic partnerships with key suppliers and vendors.
  • Conduct regular supplier performance reviews and assessments.
  • Proactively resolve supplier issues and disputes to maintain operational continuity.
  • Develop and implement risk management strategies to mitigate supply chain disruptions.

Budgeting and Cost Control

  • Collaborate with the finance department to develop and manage the procurement budget.
  • Drive cost-effective purchasing decisions without compromising quality or service.
  • Analyze procurement spending, track savings, and report on financial performance.
Requirements

Qualifications & Experience

  • Bachelor's degree in Business Administration, Supply Chain Management, Procurement, or a related field. A Master's degree (e.g., MBA) or advanced certification is highly advantageous.
  • A minimum of 10 years of progressive experience in procurement and contract management, with a proven track record of managing high-value contracts and strategic sourcing initiatives.
  • Demonstrated experience in team leadership and managing complex procurement projects, preferably within the IT or a related technology-driven industry.
  • Professional proficiency in both Arabic and English is mandatory.
  • Project Management Professional (PMP) or equivalent certification is preferred.

Required Skills & Competencies

  • Skilled in securing favorable terms, pricing, and conditions with suppliers and partners.
  • Proficient in drafting, reviewing, and interpreting contracts to ensure clarity, compliance, and risk mitigation.
  • A solid understanding of the laws and regulations governing procurement and contracts.
  • Experienced in managing contract-related disputes through mediation or other resolution processes.
  • Strong ability to plan, execute, and deliver procurement projects on time and within budget.
  • Proficiency with data analysis tools (e.g., Microsoft Excel, Power BI) to evaluate spending and generate actionable insights.
  • Familiarity with e-procurement platforms for managing RFPs, RFQs, and electronic tendering.
