Job summary

Parsons in Doha, Qatar seeks a seasoned Construction Director (Infrastructure) to lead a portfolio of major projects, including roads, utilities, drainage, landscaping, and pumping stations, delivering exceptional standards.

You will direct all technical, commercial, financial, and administrative aspects across multiple projects, while maintaining strict client engagement, safety, QA/QC, and robust change control; lead senior teams and mentor staff.

Qualifications

• Bachelor's degree in Engineering or related field.
• 20 years of relevant infrastructure project experience.
• Minimum 3 years of work experience in Qatar (mandatory).
• Senior leadership roles such as Construction Director or Principal Project Manager.
• Experience in operations management, site operations, and facilities.

Responsibilities

Construction Director - Infrastructure

Doha, Qatar

Parsons is seeking a highly experienced and accomplished Construction Director (Infrastructure) to lead a portfolio of major infrastructure projects in Qatar. The program includes roads, utilities, drainage systems, landscaping, and pump stations for a highly demanding client that requires exceptional delivery standards, responsiveness, and stakeholder management.

What You'll Be Doing

• Plan, direct, and control all technical, commercial, financial, and administrative aspects across multiple concurrent infrastructure projects.
• Ensure all program requirements and deliverables meet the client stringent standards and expectations.
• Lead the preparation and implementation of key management plans, including Project Execution Plans, Health and Safety Plans, and QA/QC procedures.
• Assign responsibilities to senior team members in line with their expertise and project requirements, ensuring clear accountability.
• Manage scope variations and lead commercial and contractual negotiations with clients, subcontractors, and suppliers.
• Maintain strong client engagement, acting as the primary point of contact with the client and other key stakeholders.
• Operate effectively in a high-demand environment, including extended working hours, as required by the client.
• Identify project and program risks, including delays and cost overruns, and implement proactive mitigation and recovery strategies.
• Oversee site operations, including labor coordination, procurement, logistics, and commercial controls.
• Ensure accurate and timely management of change orders, claims, and contractual documentation.
• Promote a culture of quality, safety, and continuous improvement across all projects under your leadership.
• Monitor progress against milestones and KPIs, and provide clear reporting on performance, risks, and corrective actions.
• Lead regular progress and coordination meetings with internal teams, clients, consultants, and subcontractors.
• Support business development initiatives, including client relationship management and contribution to securing additional work.
• Participate in staff evaluations, mentoring, and development planning to build and maintain a high-performing team.

What Required Skills You'll Bring

• Bachelor's degree in Engineering or a related technical or business discipline.
• 20 years of relevant experience, including strong project and construction management expertise on large-scale infrastructure projects.
• Minimum of 3 years of work experience in Qatar (mandatory).
• Proven experience in senior leadership roles such as Construction Director, Principal Project Manager, or equivalent.
• Extensive background in operations management, including oversight of personnel, site operations, and facilities.
• Demonstrated ability to manage multiple concurrent projects and teams in a fast-paced, client-driven environment.
• Strong commercial and contractual acumen, including experience with claims, variations, and contract administration.
• Excellent communication, negotiation, and stakeholder management skills.
• Proven leadership, team-building, and mentoring capabilities.

What Desired Skills You'll Bring

• Master's degree in Engineering, Construction Management, or Business Administration (MBA).
• Professional certifications such as PMP or equivalent.
• Prior experience working with Ashghal (Public Works Authority, Qatar) is preferred.
• Experience delivering major infrastructure programs in the GCC region.
• Experience implementing program-level performance management, digital project controls, and reporting systems.
