Job summary

Norconsult Telematics Limited seeks a CME Site Manager to oversee owner-engineer CME works at a data centre site from mobilisation through commissioning and handover. You will ensure works meet approved design, stay on programme, and comply with safety requirements.

Applicants should have a bachelor’s in CME engineering and 6–8 years’ on-site CME/building-services experience, preferably in data centres, with familiarity of Uptime Tier, TIA-942, NFPA and ASHRAE.

Responsibilities

• Oversee CME works on site from mobilization to handover.
• Monitor contractor progress against the site programme.
• Verify installed works follow approved design and ITP; raise NCRs.
• Manage daily site routine; ensure fronts ready and obstacles cleared.
• Witness QA/QC inspections and ensure punch items closed.
• Support Factory & Site Acceptance Tests for major plant.
• Coordinate commissioning sequence (L1–L5) per plan.
• Enforce Health, Safety, and Environment regimes.
• Chair progress meetings and maintain live issues log.
• Ensure as-built drawings, test records, and O&M packs are complete.
• Coordinate with internal teams to move queries/approvals.
• Track resource use and escalate risks to PM.

Job description

The CME Site Manager will be responsible for Norconsult Telematics' resident owner-engineer oversight of civil, mechanical, and electrical (CME) works at an assigned data centre site, from contractor mobilisation through commissioning and handover, ensuring the mission-critical facility is built to the approved design, on programme, and safely.

Job Description & Responsibilities:

• Oversee NT's on-site assurance of all CME works, from civil and structural elements through to critical power, cooling, and fit-out.
• Monitor contractor progress against the site programme and report emerging slippage well before it affects a milestone.
• Verify that installed works follow the approved design and Issued-for-Construction drawings, and raise deviations as Non-Conformance Reports against the agreed Inspection and Test Plan.
• Manage the daily site routine, confirm work fronts are ready, and clear practical obstacles before they cause delay.
• Witness Quality Assurance and Quality Control inspection of CME works against acceptance checklists, and confirm that punch and snag items are closed out before handover.
• Support and witness Factory Acceptance Tests and Site Acceptance Tests for major plant such as UPS, generators, and chillers prior to energization.
• Coordinate the on-site commissioning sequence from Level 1 through Level 5 Integrated Systems Test against the approved plan.
• Hold the contractor to the site Health, Safety, and Environment regime, covering method statements, permits to work, and controlled access into high-risk rooms.
• Chair site progress meetings, record decisions and actions, and maintain a live issues log that feeds project reporting.
• Confirm that as-built drawings, test records, and Operation and Maintenance packs are complete against the target Uptime Tier before sign-off.
• Coordinate with internal teams and the contractor to keep design queries, approvals, and interface issues moving without delay.
• Track resource use and overall site delivery performance, and elevate risks to the Senior Project Manager.

Qualifications & Experience:

• Bachelor's degree in Civil, Mechanical, or Electrical Engineering, or a closely related construction discipline.
• Minimum 6 to 8 years in CME or building-services construction, including time as senior on-site construction manager and at least one mission-critical facility taken through commissioning and handover.
• Experience with data centers, telecom, or other mission-critical facilities strongly preferred, with familiarity with critical power and commissioning and cooling an advantage.
• Working knowledge of key data centre references such as Uptime Institute Tier classifications (Tier III or IV), TIA-942, and relevant fire and electrical codes including NFPA and ASHRAE.
• Able to read civil, structural, and mechanical, electrical, and plumbing drawings, including single-line diagrams, and verify installed configuration against design intent.
• Competence in safe isolation, Lock-Out Tag-Out, and permit-to-work control around live switchgear and battery rooms; a recognized site-safety qualification such as NEBOSH or IOSH preferred.
• Project Management Professional certification and Primavera P6 or MS Project are an advantage; strong English reporting is required, and Arabic is required for daily coordination with local contractors.
• Awareness of applicable sanctions regimes (US OFAC, EU, and UN measures) affecting operations in Syria, with knowledge of the local market and codes.
