Job summary

Minimum Qualifications
  • B.Sc. in Engineering or equivalent, or Diploma in Mechanical, Instrument, Electrical, or Civil Engineering from a recognized university
  • Middle East/Gulf experience preferred
  • Proficiency in English (spoken, read, written)
  • Knowledge of plant safety standards and procedures
  • Strong written communication skills for complex instructions and procedures
Minimum Work Experience
  • 8-10 years in refinery, petrochemical, or Oil & Gas plant operations
  • Proven ability to adhere to safety, HR, and company policies
  • Experience supporting internal customers and fostering teamwork
  • Capable of working independently with minimal supervision
  • Strong coordination, interpersonal, and negotiation skills
Technical Skills
  • Knowledge of current market trends to support operations
  • Vendor negotiations leading to contract or purchase order award
  • Purchase requisition (PR) processing and verification
  • SAP procurement module (mandatory)
  • MS Office (Word, Excel, PowerPoint)
  • Experience with shipping/freight terms and services procurement in the Petrochemical industry
Key Responsibilities
  • Establish and maintain professional relationships with vendors, suppliers, and contractors
  • Conduct technical and procedural discussions with vendors/suppliers/contractors
  • Prepare bidders' lists, instructions to tenderers, tender packages, and RFOs
  • Conduct technical and commercial evaluation of vendor bids
  • Negotiate bids and issue purchase orders or supply agreements
  • Maintain contract and tender documentation and uncontracting system
  • Prepare submissions for Tender Committees and make recommendations
  • Monitor compliance with contracts and tendering processes
  • Provide procurement support to internal customers, ensuring service orientation and collaboration
  • Handle routine services procurement matters and tasks as assigned by team leader
