Build a career with impact at the World Bank Group. The International Finance Corporation (IFC) focuses on private sector development in emerging markets. This Investment Officer position is part of the Europe Infrastructure unit, working in EU4 countries (Poland, Romania, Bulgaria, Croatia) to develop infrastructure projects across power, transportation, telecom, technology, urban infrastructure and utilities.

Duties and Accountabilities
  • Work closely with the Infrastructure Leads for the EU4 countries to advance regional infrastructure business development activities and build a strong pipeline of investments.
  • Develop and lead pre-investment activities (advisory, co-developments, early equity) that convert to IFC investments.
  • Collaborate with Infrastructure Leads and country managers to deepen public and private sector relationships.
  • Build and maintain strong relationships with clients, private businesses, banking and multilateral partners, and government officials to create investment opportunities.
  • Create opportunities for private sector investments through policy reforms and public investment coordination with World Bank (IBRD).
  • Lead internal processing of new business transactions, pre-investment and advisory initiatives, and develop innovative financial structures for complex transactions.
  • Lead negotiation/documentation for pre-investment and investment projects; use strong negotiation skills to develop solutions and overcome impasses.
  • Disseminate knowledge and experience across regional industry department and global teams to support best practices.
Selection Criteria
  • Master's degree or equivalent in Business, Finance, Economics, or related field.
  • At least 8 years of experience in infrastructure project investment and financing.
  • Ability to interact independently with clients, partners, and senior government officials.
  • Commitment to development and the World Bank Group and IFC’s mission.
  • Knowledge of IFC pre-investment tools, including Collaborations and Co-developments.
  • Track record of converting early business leads into investment mandates.
  • Experience sourcing, negotiating, structuring, and closing infrastructure investments.
  • Good understanding of at least one infrastructure sub-sector (e.g., power, transportation, utilities).
  • Experience engaging local governments to encourage innovation and market development.
  • Excellent people skills and ability to work in a multi-cultural environment.
  • Proactive, motivated, and able to multi-task under time pressure.
  • Strong written and verbal communication in English; knowledge of other regional languages is a plus.
