Job summary

The International Rescue Committee in Pakistan is launching a short-term UNICEF-funded nutrition project in Punjab, based in Multan. The International Rescue Committee is initiating a short-term nutrition focused project funded by UNICEF. The initial duration of the project is 4 months with possible further extension. The project will contribute to improving the nutrition service delivery and outreach in seven districts of Punjab province. Reporting to the Supply Chain Manager based in Multan, the Supply Chain Officer will support and manage day-to-day procurement, logistics, inventory, fleet, warehousing, asset management and related supply chain functions for the project. The position will ensure the timely availability, movement and accountability of program supplies and equipment across the target districts of Southern Punjab, in compliance with IRC policies, UNICEF requirements and applicable government procedures.

Major Responsibilities

• Develop and regularly update the project procurement and supply plan in line with the approved workplan, budget and implementation schedule.
• Coordinate with vendors and relevant stakeholders and ensure timely procurement of programme, office and operational supplies in accordance with IRC procurement procedures and donor requirements.
• Ensure timely availability and distribution of equipment, IEC/SBCC materials, ECD/Play Lab materials, stationery and other approved project supplies.
• Coordinate with programme teams regarding nutrition commodities supplied by UNICEF, including MUAC tapes, RUTF, MNP, SQ-LNS, MMS and W-IFA, ensuring appropriate receipt, documentation, storage and distribution arrangements where applicable.
• Maintain accurate and up-to-date inventory, stock and asset records, including documentation of receipts, issues, transfers and handovers.
• Coordinate dispatch and distribution of supplies from the Multan office/warehouse to district teams and supported health facilities and community-level locations.
• Monitor stock levels and proactively identify and communicate potential shortages, delays or supply gaps.
• Ensure appropriate storage, cold storage, handling, transportation and accountability of project materials, equipment and supplies.
• Support the establishment and maintenance of appropriate storage arrangements at the Multan office and district level.
• Coordinate vehicle and logistics requirements for field activities in close collaboration with programme teams and the Supply Chain Manager.
• Maintain complete procurement and logistics documentation, including quotations, purchase orders, goods received notes, waybills, stock records, asset registers and distribution/hand-over records.
• Conduct regular stock and asset reconciliations and support periodic physical verification exercises.
• Support timely transfer, disposal or handover of project assets and supplies at project close-out in accordance with IRC and donor procedures.
• Support programme and finance teams during audits, spot checks and donor/management reviews by providing complete and properly filed procurement, logistics, inventory and asset documentation.
• Ensure compliance with IRC safeguarding, fraud prevention, PSEA, Code of Conduct and other relevant organisational policies and procedures.
• Provide regular supply chain updates to the Project Management Office and Supply Chain Manager, highlighting procurement delays, stock risks, operational constraints and actions required.

Key Working Relationships

Position Reports to Supply Chain Manager at Multan. It directly supervises drivers, office-aid and cleaner. The position closely coordinates with the program, finance, supply chain functions, MEAL and MIS.

Job Requirements

a) Education: Minimum Bachelors, Master’s degree will be advantaged in Supply Chain Management, Procurement, Logistics, Business Administration, Commerce, or a related field.

b) Work Experience:

• Minimum 3 years of relevant professional experience in supply chain, procurement, logistics, inventory, warehousing and/or fleet management, preferably with an international NGO or development organisation.
• Practical experience in procurement processes, vendor coordination, inventory management, asset tracking, warehousing and distribution.
• Experience supporting field operations across multiple districts or geographically dispersed locations. Good understanding of procurement policies, donor compliance requirements and documentation standards.
• Experience with MS Excel, Word and other standard office applications; ability to maintain and analyse inventory and procurement records.
• Experience of working in South Punjab particularly target districts will be preferred.
