Under the responsibility of the Technical Head of Program, the Education Specialist contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the field of Inclusive Education & Education in Emergencies.
Missions / responsibilities
Mission 1: Expertise on Inclusive Education & Education in Emergencies
- Contribute to the country strategies in line with the global strategies; provide sectorial technical input to the country operational strategy of the Programmes within the education sector, ensuring relevant follow‑up.
- Ensure technical support to projects in line with the global technical frameworks and standards, adapting standards to Project Managers’ tools, contributing to proposal writing and reporting, and ensuring support to multi‑sector responses.
- Maintain a local inclusive sectorial watch and adopt best practices within the scope of inclusive education.
- Contribute to recruitment and briefing when relevant.
- Initiate or implement technical learning within projects in the education sector.
- Control and monitor the technical quality and relevance of HI’s activities in the Programmes under responsibility; issue warnings and recommendations and monitor audit recommendations.
- Ensure adequate support to partners managing activities within scope.
- Ensure compliance of the technical proposition with nexus stakes.
- Contribute to the development of research and innovation projects in the region.
- Take part in the global animation of the professional channels related to the sectorial scope and animate a local talent pool, co‑developing and monitoring professional development plans.
Mission 2: Influence
- Contribute to the local external prestige and influence of HI’s expertise in Inclusive Education and Education in Emergencies.
- Represent the technical expertise of HI throughout the local relevant networks; contribute to advocacy on specific themes aligning with global priorities.
- Contribute to communication messages locally in line with the global communication priorities.
Mission 3: Project Development
- Ensure the development of major opportunities or new projects in the country in Inclusive Education and Education in emergencies.
- Lead or contribute to contextual analyses, project design, writing and transformation of major opportunities into projects.
- Identify and develop local partnerships or consortia with NGOs, institutions and companies on technical priorities.
- Contribute to the conception of major projects (multiple countries, one theme) or new projects.
Mission 4: Emergency Preparedness and Response
- Support or implement emergency preparedness actions of the programme(s); during an emergency, adapt working modality to contribute to an effective HI humanitarian response.
Skills & Qualifications
- Languages: Proficiency in Pashto and Urdu; additional language skills at A1–C2 levels; fluency in French or English (HI official language).
- Professional skills in Inclusive Education, data collection, community communication, and advocacy.
- Experience with project management, monitoring & evaluation, budgeting, and HR functions.
- Knowledge of humanitarian response, emergency monitoring, and protection principles.
- Information systems, information security, and safe recruitment practices.
